Promulgation of Content for Monitoring Hydraulic Infrastructure Assets

The Ministry of Agriculture and Rural Development recently signed and issued Circular 05/2019/TT-BNNPTNT stipulating policies and procedures for the maintenance of irrigation infrastructure assets.

According to Circular 05/2019/TT-BNNPTNT, organizations and individuals exploiting waterworks must perform the following:

- Prepare and submit a monitoring plan for approval;- Prepare and approve within their authority or submit to competent authorities for approval the outline and budget estimates to serve the monitoring work;- Organize the implementation of monitoring according to the standards, procedures, and relevant legal regulations;- Conduct inspection, supervision, acceptance, final settlement, and storage of records for irregular monitoring;- Summarize, store, report monitoring results and make proposals and recommendations.

According to Circular 05/2019/TT-BNNPTNT, there are 02 types of monitoring: regular monitoring and irregular monitoring, specifically:

- Regular monitoring is the daily work of workers directly managing and operating the waterworks and equipment, machinery.- Irregular monitoring involves geometric, deformation, and displacement monitoring over time using specialized machinery and equipment.
