- Conform to the local agricultural development planning and be approved by the provincial People's Committee.- The area scale of the centralized crop cultivation region must be appropriate for each type of crop and the specific conditions of each locality, as prescribed by the provincial People's Committee.- Focus on specialized cultivation of a single product as stipulated in Clause 1, Article 2 of Circular 53/2012/TT-BNNPTNT; for vegetable or rice production areas, they can be intercropped with other short-season crops depending on specific conditions.- The soil, water, and air in the region must not be excessively polluted to the extent that it affects agricultural produce quality; it must meet the permissible limits of heavy metals in agricultural soil as stipulated in QCVN 03: 2008/BTNMT of the Ministry of Natural Resources and Environment, and the permissible limits of certain heavy metals and harmful microorganisms in irrigation water for crop cultivation according to the Appendix issued with Circular 49/2013/TT-BNNPTNT.- Meet infrastructure criteria for centralized production areas as regulated in Article 4 of Circular 49.
