Promulgating the Regulations on awarding the Vietnam Golden Rice Ear Award

On November 22, 2024, the Ministry of Agriculture and Rural Development of Vietnam issued Decision 4100/QD-BNN-TCCB regarding the issuance of the Vietnam Golden Rice Ear Award and the Regulations for awarding the Award.

The principles for awarding the Vietnam Golden Rice Ear Award are as follows:

(1) The awarding process must be conducted voluntarily, for the right subjects, under the conditions and procedures stipulated in these Regulations, ensuring accuracy, transparency, and objectivity.

(2) The Award recognizes and honors collectives and individuals with outstanding and exemplary products contributing to the development of agriculture and rural areas in Vietnam.

(3) During each awarding period, each product considered for the Award may only be represented by one agency, unit, or one author or group of authors who directly created the product.

(4) A product may only participate in the Vietnam Golden Rice Ear Award once; products that have received the Award are not eligible for consideration in subsequent cycles.

(5) The Award is organized every five years.

(6) The Award will not be granted in the following cases:

- Collectives or individuals currently under disciplinary action or investigation by competent authorities, or those with complaints or denunciations; issues involving corruption, unethical behavior being clarified by the press.

- Products from organizations or individuals engaging in illegal activities.

- Products not permitted by law to be manufactured, traded, or not encouraged for use.

- Products violating state interests, infringing legal rights and interests of organizations or individuals, unethical or not aligning with Vietnamese customs and traditions.

- Cases where products related to state secrets are submitted for the Award will comply with regulations on state secret protection.

Groups of products considered for the Vietnam Golden Rice Ear Award

According to Article 3 of the Regulations, groups of products considered for the Vietnam Golden Rice Ear Award include:

- Groups of scientific and technological research works; inventions, and innovations; research results for plant varieties, livestock, aquaculture, forestry with high productivity, quality, disease resistance, and climate change adaptation, contributing to developing a sustainable and effective agriculture following ecological trends and applying advanced science and technology to enhance productivity, quality, effectiveness, and added value.

- Groups of exemplary agricultural production models during the awarding period, such as high-tech agriculture models, smart agriculture models, efficient business farming models, market linkage, contributing to the development of the agricultural economy aiming toward a green, clean, and modern agriculture.

- Groups of reputable brands: handicrafts, agricultural products (national OCOP products), agricultural technical materials, machinery, and equipment.

- Products not belonging to the aforementioned groups will be compiled by the Department of Personnel Organization and reported to the Awarding Council for consideration and decision.
