Promulgating the Procedure for Remediation of Marine Oil Spill Incidents

On December 26, 2018, the Ministry of Natural Resources and Environment issued Circular 33/2018/TT-BTNMT stipulating the procedure for remedying the consequences of oil spills at sea.

The remediation of marine oil spill incidents is conducted according to the following procedure:

- Investigate and assess the level of environmental pollution caused by the marine oil spill incident.- Develop a plan to remediate the consequences of the marine oil spill incident.- Implement the plan to remediate the consequences of the marine oil spill incident and monitor the implementation of the plan.- Evaluate the results of the implementation of the remediation plan for the marine oil spill incident.

Additionally, Circular 33/2018/TT-BTNMT also sets forth four principles for the remediation of marine oil spill incidents, specifically:

- Relevant agencies, organizations, and individuals are responsible for closely coordinating and mobilizing resources to execute the remediation of the marine oil spill incident.- Remediation of the oil spill consequences must utilize information, data, results from oil spill response, and supplementary, updated investigations and surveys.- Choose advanced and environmentally-friendly technologies.- The quality of the marine environment after remediating the oil spill incident must be improved and capable of recovery, meeting the national environmental technical standards and regulations.
