Recently, the Ministry of Finance issued Circular 38/2019/TT-BTC providing guidance on the preparation of the 2020 state budget estimates, the 2020-2022 state financial plan, and the 2021-2025 five-year financial plan for provinces and centrally-run cities.
Issued the basis for evaluating the implementation of the state budget tasks in 2019, which include Resolutions, Decisions, and directing documents from the competent authorities related to the state budget in 2019. To be specific:

Firstly, the Resolutions of the Communist Party, the National Assembly, and the People's Council on the state budget (NSNN):
- Resolution 07-NQ/TW dated November 18, 2016, of the Politburo on restructuring the state budget (NSNN), managing public debt to ensure a safe and sustainable national financial foundation;- The Resolutions of the National Assembly: 142/2016/QH13 about the socio-economic development plan for 2016-2020, 25/2016/QH14 dated November 9, 2016, about the national financial plan for 2016-2020, 26/2016/QH14 dated November 10, 2016, about the medium-term public investment plan for 2016-2020, 71/2018/QH14 dated November 12, 2018, about adjusting the medium-term public investment plan for 2016-2020, 70/2018/QH14 dated November 9, 2018, about the NSNN estimate for 2019 and 73/2018/QH14 dated November 14, 2018, about the allocation of the central budget (NSTW) for 2019;- The Resolutions of the People's Councils at all levels on the socio-economic development plan for 2016-2020, the medium-term public investment plan for 2016-2020, and local budget (NSDP) estimates, allocation of NSDP for 2019.
Secondly, the Decisions of the Prime Minister, People's Committees at all levels on assigning NSNN estimates, investment capital plans from NSNN sources, and funds retained for investment not yet balanced, include:
- Decision 76/QD-TTg, Decision 1629/QD-TTg dated November 23, 2018, assigning NSNN estimates for 2019, Decision 1897/QD-TTg dated December 31, 2018, assigning investment capital plans from NSNN for 2019; the supplementary budget decisions during the NSNN 2019 operations.- The Decisions of the Prime Minister on assigning the medium-term public investment plan for 2016-2020, assigning the medium-term plan for the national target programs for 2016-2020;- The Decisions of People's Committees at all levels on NSDP estimates and allocations for 2019, on assigning public investment plans from NSDP, supplementary budgets during NSDP 2019 operations.
Thirdly, the directing documents from competent authorities related to NSNN in 2019, include:
- The Resolutions of the Government: 02/NQ-CP dated January 1, 2019, on key tasks and solutions for directing the implementation of the socio-economic development plan and NSNN estimates for 2019, 02/NQ-CP dated January 1, 2019, on continuing the key tasks and solutions to improve the business environment, enhancing national competitiveness in 2019 and orienting to 2021, and the monthly regular meeting resolutions of the Government.- Decision 579/QD-TTg dated April 28, 2017, by the Prime Minister on principles for targeted support from NSTW to NSDP for implementing social security policies for 2017-2020.- Directives of the Prime Minister 31/CT-TTg dated November 8, 2018, on rectifying, strengthening discipline, and compliance with the NSNN law; 09/CT-TTg dated April 1, 2019, on focused solutions to remove obstacles for production and business, ensuring growth objectives for the first half and the whole of 2019, and 35/NQ-CP dated March 5, 2018, on continuing to effectively implement Resolution 35/NQ-CP dated May 16, 2016, on supporting and developing enterprises until 2020.- The Resolutions of the People's Councils, Decisions of the People's Committees, Directives of the Chairmen of People's Committees at all levels on key tasks and solutions to direct the implementation of the socio-economic development plan and NSDP estimates for 2019.- Circular 119/2018/TT-BTC dated December 5, 2018, of the Ministry of Finance on organizing the implementation of the NSNN estimate for 2019.
Fourthly, the implementation status of financial tasks - NSNN for 2016-2018; first half of 2019, and forecasted solutions for striving to complete the NSNN estimates for 2019 as decided by competent authorities.
Fifthly, the conclusions and recommendations from inspection, audit agencies, reviews of administrative procedure reform, complaint resolution, practicing thrift, combating wastefulness, and anti-corruption related to NSNN revenue and expenditure activities.
