Promoting school physical education and sports in Vietnam

In Official Dispatch 6536/VPCP-KGVX dated September 13, 2024, regarding the report on the organization of the 13th Southeast Asian Student Sports Festival in 2024 and the 10th National Phu Dong Health Assembly in 2024, Deputy Prime Minister of the Government of Vietnam Le Thanh Long acknowledged and highly appreciated the efforts of the Ministry of Education and Training, the Ministry of Culture, Sports, and Tourism, relevant ministries and agencies, and the People's Committees of Da Nang, Hai Phong, and related provinces for their efforts in preparing and organizing the festival and the Phu Dong Health Assembly as planned, achieving positive results in many aspects.

To further enhance the effectiveness of organizing sports events for students and promote school physical education and sports in Vietnam, based on the proposal of the Ministry of Education and Training, and in accordance with the functions and tasks of relevant agencies, the following instructions are given:

- The Ministry of Education and Training shall take the lead and closely coordinate with the Ministry of Culture, Sports, and Tourism and other relevant ministries, agencies, and localities:

+ Carefully evaluate the preparation and organization of the festival and Phu Dong Health Assembly in terms of results and limitations, draw lessons to continue improving, innovate, and enhance the effectiveness of the preparation and organization of sports events for students domestically and internationally when hosting; meanwhile, continue to participate in these activities proactively, positively, responsibly, and conformably when organized in other countries.

+ According to their functions, tasks, and authority, continue to promote school physical education and sports in Vietnam; review, evaluate, and identify limitations, existing issues, and obstacles to propose specific, appropriate solutions both in the short term and long term or specifically propose to competent authorities; prepare and organize the evaluation of the results of the implementation of projects and programs under the management scope related to physical education and school sports concluding the implementation phase in 2025 or 2030 to make specific proposals for the phase beyond 2025.

+ Based on the regulations of the Law on Physical Training and Sports and related laws, actively review, research, prepare dossiers to report to competent authorities for consideration and decision on organizing the 11th Phu Dong Health Assembly in 2028.

- The Ministry of Culture, Sports, and Tourism: (i) Take the lead and closely coordinate with the Ministry of Education and Training and other relevant ministries, agencies, and localities to continue promoting and enhancing the effectiveness of physical activities and sports for everyone, including mass sports activities; continue reviewing and evaluating to provide prompt, appropriate solutions or specific proposals to competent authorities regarding mechanisms and policies on physical activities and sports. (ii) Continue to closely cooperate with the Ministry of Education and Training in the process of perfecting and enhancing the effectiveness of organizing sports events for students as well as general physical education and school sports.

- The Ministry of Education and Training, the Ministry of Culture, Sports, and Tourism, and other relevant ministries, agencies, the People's Committees of Da Nang, Hai Phong, and related localities shall implement or propose rewards for collectives and individuals with outstanding achievements in preparing and organizing the festival and Phu Dong Health Assembly according to the laws on emulation, commendation, and related legal regulations.

- The People's Committees of provinces and cities directly under the Central Government, based on their functions, tasks, authority, relevant legal regulations, and specific local conditions, shall continue to pay attention, allocate resources, and strengthen directives in the implementation, solving limitations and obstacles if any, to further promote and enhance the effectiveness of physical education and school sports in their localities.
