Promoting Education and Rehabilitation for Drug Addicts

the Government of Vietnam has issued Decree 94/2010/ND-CP regulating the organization of drug rehabilitation at home and in the community, which clarifies the responsibilities of educating and rehabilitating drug addicts, viewing it as an utmost important task to assist drug addicts in re-integrating into the community.

The work of education and rehabilitation for drug addicts is stipulated in Articles 24, 25, 26, 27 of Decree 94/2010/ND-CP, specifically:

- Management and supervision of drug addicts at home and in the community:

- Drug addicts, after completing the detoxification phase, are registered in a behavior and psychological tracking book and returned to family management.- The task force assigns officers to assist drug addicts in implementing the rehabilitation plan; cooperate with families and mass organizations where drug addicts reside to manage, supervise, and support the rehabilitation.- The officer assigned to support must have plans and measures to manage, educate, and counsel the addicts throughout the rehabilitation period, ensuring that they follow and complete the rehabilitation process; report monthly to the Task Force Leader on the implementation of the addicts' rehabilitation plan.

- Education and behavioral and personality recovery:

During the rehabilitation period, the task force is responsible for:

- Organizing group therapy, collective psychology therapy; conducting studies on law, ethics, behavior, and a healthy, responsible, and confident lifestyle to comprehensively restore personality, health, and psychology for addicts.- Organizing counseling activities to help drug addicts change their behaviors and personalities; gradually abandoning drugs; preventing relapse; helping them find the right orientation for their future.- Organizing therapeutic labor activities to help addicts understand the value of labor; organizing sports and entertainment activities.

Educational activities, behavioral and personality recovery, and therapeutic labor must be alternated throughout the rehabilitation period.

- Vocational training and job creation for rehabilitated addicts:

- The Chairman of the Commune People's Committee is responsible for cooperating with local vocational training institutions to organize occupational training and job creation for addicts.- Enterprises and production facilities in the commune, within their capabilities, are responsible for accepting drug addicts to train, teach vocations, and create jobs for them.

- Evaluation of rehabilitation results at home and in the community:

- During the rehabilitation period, the task force organizes occasional or periodic drug testing; cooperates with the Residential Group Leader and family, guardians to evaluate the implementation of the rehabilitation plan.- Based on test results and the process of monitoring and supervising the implementation of individual rehabilitation plans, the Chairman of the Commune People's Committee issues a "Certificate of Completion of Drug Rehabilitation at Home and in the Community."
