Regarding this issue, LawNet would like to answer as follows:
On October 23, 2023, the Ministry of Education and Training issued Official Dispatch 5850/BGDDT-GDCTHSSV with instructions for submitting project proposals under the Plan to Implement the National Target Program for Sustainable Poverty Reduction of the Ministry of Education and Training in 2024.
To have a basis for assigning tasks to Universities, Institutes, and Colleges of Education to implement the program in 2024, the Ministry of Education and Training requests training institutions to propose project content and tasks under projects of the National Target Program for Sustainable Poverty Reduction for the period 2021–2025, approved by Decision 90/QD-TTg in 2022 (including: Project 2; Subproject 1–Project 7). Specifically:
(1) For tasks under Project 2 (diversifying livelihoods, developing poverty reduction models)
- Training facilities are implementing approved models from 2022 to 2023 and will continue to deploy in 2024, preparing proposal documents including:
+ Detailed plan for implementing tasks in 2024.
+ Detailed estimate for implementing the 2024 plan with full content, spending levels, and norms according to regulations in Circular 55/2023/TT-BTC dated August 15, 2023 of the Minister of Finance on the management, use, and settlement of non-business funding from the state budget to implement national target programs in the period 2021 - 2025 (Circular 55/2023/TT-BTC).
+ Official dispatch proposing the unit's tasks.
- Training institutions propose new tasks to be implemented in 2025, review and evaluate models, projects, startup ideas, and business models,
Feasibility research topics that can be deployed to support people, solve livelihood problems, reduce poverty, and prepare project proposals include:
+ Implementation plan according to Form No. 03, Appendix issued with Circular 09/2022/TT-BLDTBXH, providing guidance on a number of contents to diversify livelihoods, develop poverty reduction models, and support workers working abroad under contracts under the National Target Program for Sustainable Poverty Reduction for the period 2021–2025.
+ Detailed estimate for model implementation with full content, spending levels, and norms according to regulations in Circular 55/2023/TT-BTC (Each model's implementation time does not exceed 3 years, and the budget does not exceed $1 billion/year).
+ Confirmation from the local government agreeing to implement the model and project in the area (for livelihood models and production development models); Confirmation of people agreeing to participate (for business and service development models and startup models)
+ Official dispatch proposing the unit's tasks.
(2) For tasks under Subproject 1-Project 7 (improve the capacity of students from poor households and near-poor households who have just escaped poverty with startup and career skills in the locality)
Training institutions review and make lists of 4th and 3rd year students belonging to the groups of poor households, near-poor households, and households just escaping poverty during the learning process, always actively participate in startup activities, scientific research activities, and community activities, and have the desire to participate in startup projects after graduation. Prepare a task proposal dossier, including:
- Plan to organize refresher and training classes for students with full objectives, content, organization time, number of classes, and expected results.
- Estimate organizational costs (minimum number of 30 students in class) according to the norms prescribed in Circular 55/2023/TT-BTC.
- Official dispatch proposing the unit's tasks.
Note: Training institutions submit task proposals with full confirmation from competent authorities according to regulations of the Ministry of Education and Training (through the Department of Political Education and Student Affairs). ) before November 7, 2023.
