Circular 32/2014/TT-BKHCN regulates the criteria, conditions for selection, and the content of support for the project to establish technology incubation facilities and incubation of scientific and technological enterprises in Vietnam as follows:

1. Criteria, conditions:

General criteria, conditions:

- For established technology incubation facilities, incubation of scientific and technological enterprises (hereinafter referred to as incubation organizations): Must have establishment decisions from competent authorities, organizational and operational regulations, incubation and business organization plans, and legal financial sources ensuring operation;

- For incubation organizations not yet established: Must have an establishment proposal (clearly stating the incubation and business organization plan, plan to mobilize legal financial sources ensuring operation).

For incubation facilities:

- In terms of infrastructure: Must have infrastructure systems and equipment suitable for the field of technology incubation (rental offices, basic office equipment; electricity, water, communication systems, laboratories, pilot production areas);

- In terms of finance: Must have legal financial sources to ensure regular operational expenses of the organization for at least 03 years;

- In terms of personnel: Must assign at least one full-time management officer with practical experience suitable for the field of incubation and management qualifications meeting requirements, and a team of consulting experts in areas such as technology, law, finance, market, business management suitable for the technology field that the incubation facility implements.

For main incubation points:

- In terms of infrastructure: Must have working offices and basic equipment serving the activities of the main incubation points;

- In terms of finance: Must have legal financial sources ensuring regular operational expenses of the organization for at least 02 years;

- In terms of personnel: Must have full-time management officers and a team of officials and experts participating in incubation activities meeting the professional and operational requirements suitable for the activities and technology fields that the main incubation points organize.

2. Support content of the project:

- Consulting, constructing, and appraising the project to establish incubation facilities, main incubation points;

- Investing in shared equipment serving the activities of incubation facilities, main incubation points;

- Training and fostering necessary knowledge on establishment, management, and operation of incubation activities, activities of scientific and technological enterprises (both domestically and internationally) for management officers and workers at incubation facilities, main incubation points;

- Supporting the provision of information on technology and technology products domestically and internationally;

- Designing and constructing electronic information sites for incubation facilities, main incubation points.

Note: Criteria, conditions for selection, and support content for capital construction investment projects of public technology incubation facilities, scientific and technological enterprise incubation, shall be implemented according to legal regulations applicable to development investment projects.

Criteria, conditions for selection, and support content for activities of established technology incubation facilities and scientific and technological enterprise incubation must have a Science and Technology Activity Registration Certificate with functional verification.
