Prohibition on Transporting Dangerous Goods with Passengers and Pets

This is a notable provision specified in Circular 52/2013/TT-BTNMT, which regulates the transportation of hazardous goods, including toxic substances and infectious substances.

Not transporting dangerous goods together with passengers and pets is one of the general conditions for means of transport carrying dangerous goods. Specifically, Circular 52/2013/TT-BTNMT stipulates as follows:

- Do not transport dangerous goods together with passengers, pets, foodstuffs, or other dangerous goods that can react with each other causing fires, explosions, or creating new harmful substances to the environment and human health in the same vehicle or train carriage.- Equip with devices that cover and seal the entire cargo compartment. The covering devices must meet the requirements of being waterproof, fireproof, and not being destroyed when exposed to the type of goods being transported; able to withstand impacts and ensure safety, limiting the leakage of hazardous and infectious substances into the environment in case of an incident.- Ensure adequate equipment and materials to respond to incidents during transportation as described in the Environmental Incident Prevention and Response Plan for the transportation of dangerous goods according to the form specified in Appendix 5 of Circular 52.
