This is the content presented in the Draft of the revised Environmental Protection Law. The Draft stipulates that investment in small-scale domestic solid waste treatment facilities in Vietnam is not permitted.

To be specific, Article 82 of the Draft Law on Environmental Protection (amended) stipulates that the investment in small-scale domestic solid waste treatment facilities is prohibited in Vietnam as follows:
- Domestic solid waste must be treated using suitable technologies specified in the investment project, meeting environmental technical standards, criteria, and in accordance with environmental protection laws;
- The State encourages and provides preferential policies for organizations and individuals participating in the investment and provision of domestic solid waste collection, transportation, and treatment services;
- Investment in small-scale, outdated technology domestic solid waste treatment facilities at the commune level is prohibited; co-treatment of domestic solid waste is encouraged; the use of landfill technology for domestic solid waste is not encouraged, except for special cases decided by the Prime Minister of the Government of Vietnam. The State will implement a roadmap to end the direct landfill treatment of domestic solid waste.
Therefore, this Draft has supplemented regulations encouraging the application of environmentally-friendly technologies, the best available technologies, and technologies that integrate energy recovery in the treatment of domestic solid waste. Landfilling of domestic solid waste is not encouraged and the investment in small-scale domestic solid waste treatment facilities is not permitted in Vietnam.
