Prohibition on Bringing Alcohol, Beer, Cigarettes, and Pipe Tobacco into Detention Facilities

This is the basic content mentioned in the Regulations on Detention Facilities in the People's Army issued on March 12, 2018.

To be specific, according to the provisions of Article 21 of the Internal Regulations of Detention Facilities in the People's Army, the following items are strictly prohibited from being brought into detention facilities:

1. Types of weapons including: all kinds of military weapons, hunting guns, rudimentary weapons, sports weapons, homemade weapons, and other weapons with similar features and effects; explosive materials including all kinds of explosives and explosive accessories.

2. Supporting tools including plastic bullet guns, rubber bullet guns, tear gas, asphyxiating gas, toxic substances, anesthetics, magnetic fields, lasers, flare guns, and ammunition used for these guns; devices used to spray tear gas, asphyxiating gas, toxic substances, anesthetics, itching agents; various types of smoke grenades, tear gas grenades, explosive grenades; electric batons, rubber batons, metal batons, spiked boards, barbed wire, armor, electric gloves, knife-catching gloves, bulletproof helmets, bows, arrows, crossbows, slingshots, handcuffs (type 8), and other support tools.

3. Anesthetics, toxic substances, flammable substances, incendiary agents, itching agents, radioactive materials, chemicals, poisonous drugs.

4. Narcotic substances; addictive pharmaceuticals (except with a prescription from a competent medical authority).

5. Alcohol, beer, tobacco, and other stimulants.

6. Metal items and other objects such as belts, electric wires, guitar strings, other types of strings that could be used to endanger the life and health of the detainees, porcelain, stone, earthenware, glassware, thermos, sharp objects, and items that could be used as weapons.

7. Cash, foreign currencies, valuable papers, precious gems, precious metals.

8. Papers including identification cards, military identification cards, passports, household registration books, professional certificates, various identification cards, diplomas, certificates, and other types of certification papers.

9. Technical and electronic devices including recording devices, video recording devices, audio-visual devices, phones, walkie-talkies, watches, and other signal receiving-transmitting devices (except for medical devices prescribed by a competent medical authority).

10. Foreign language publications, unchecked religious or belief-related publications; paintings, photos, films, tapes, disks, USBs with superstitious, reactionary, or pornographic content; playing cards and publications negatively affecting the management of detainees.

11. Other items that may cause insecurity in detention facilities, endanger the detainees and others; adversely affect environmental hygiene or be used for illegal purposes.
