This is the directive of the Ministry of Education and Training (MOET) in Official Dispatch 293/BGDDT-VP regarding the preparation for welcoming Tet Nguyen Dan Mau Tuat 2018.

To ensure good preparation and safe, healthy celebration of the Lunar New Year Mau Tuat 2018, the Minister of Education and Training requests directors of universities, academies, institutes; principals of universities, colleges of education, secondary education schools; directors of Departments of Education and Training to deploy the following content to all officials and public employees and students to comply with and implement:
- Absolutely do not store, transport, trade, or use explosive fireworks;- Do not organize spring festivals, New Year greetings, or gift-giving to leaders. Localities should not go to Hanoi to greet the Ministry of Education and Training. Officials and public employees should not use public vehicles to attend festivals or participate in festivals during working hours;- Organize visits and New Year greetings to revolutionary veterans, Vietnamese Heroic Mothers, veteran teachers, wounded and sick soldiers, people who have rendered services to the revolution; especially to teachers in particularly difficult circumstances, working in border areas, mountainous regions, and islands of the nation.- Organize the sale of train and bus tickets at schools for students to return home for Tet. Pay attention to the Tet celebration of students in difficult circumstances, who do not have the conditions to return home and celebrate Tet with their families.
Decree 167/2013/ND-CP stipulates:
- A fine of 1 - 2 million VND for actions: Using fireworks without permission;- A fine of 5 - 10 million VND for actions: Producing, storing, buying, selling, illegally transporting fireworks and firecrackers.
From January 1, 2017, explosive fireworks are prohibited goods for investment and business (according to the Law on Investment 2014, amended). Therefore, the act of trading, transporting, storing, or delivering explosive fireworks will be punished according to the provisions of Clause 1, Article 10 of Decree 185/2013/ND-CP with a fine of up to 100 million VND. If the act constitutes a crime, it can be criminally prosecuted according to the provisions of the Penal Code 2015 and related guiding documents.
