Prohibition of All Acts of Discrimination in Citizen Reception

The Law on Citizen Reception 2013 was promulgated on November 25, 2013, and officially took effect on July 1, 2014. One of the notable contents specified in this document is the regulation on the principles of citizen reception and the prohibitions in citizen reception activities.

To be specific, as stipulated in Article 4 of the 2013 Law on Citizen Reception, the reception of citizens shall be conducted according to the following principles:

- The reception of citizens must be carried out at the citizen reception office of the relevant agency, organization, or unit;- The reception of citizens must ensure transparency, democracy, and promptness; procedures must be simple and convenient; confidentiality and safety for whistleblowers must be ensured according to the law; objectivity, equality, and non-discrimination during citizen reception must be guaranteed;- Respect and create favorable conditions for citizens to exercise their rights to complain, denounce, petition, and reflect in accordance with the law.

Additionally, the law also stipulates prohibited acts, including:

- Causing trouble, harassment, or obstruction to those coming to complain, denounce, petition, or reflect;- Lacking responsibility in citizen reception; losing or altering information, documents provided by complainants, denouncers, petitioners, or reflectors;- Discrimination during citizen reception;- Abusing the rights to complain, denounce, petition, or reflect to provoke public disorder;- Distorting, slandering, causing damage to agencies, organizations, units, or individuals;- Threatening, insulting agencies, organizations, units, citizen receptionists, or public service officers;- Inciting, coercing, enticing, or bribing others to gather in large numbers at the citizen reception office;- Violating other regulations in the citizen reception rules and regulations.

These contents are stipulated in Article 6 of the 2013 Law on Citizen Reception.
