In Clause 3, Article 3 of Circular 15/2020/TT-BCA stipulates, "Any acts of abusing democracy to infringe upon the legitimate rights and interests of the State, agencies, organizations, and individuals; obstructing lawful activities of the Police Force responsible for administrative management on social order are strictly prohibited." This is one of the principles of exercising democracy in the administrative management on social order work. Furthermore, the Ministry of Public Security establishes the following important principles:
- Compliance with the Constitution, laws, and regulations of the Ministry of Public Security regarding administrative management on social order.
- Ensuring democracy, and the legitimate rights and interests of agencies, organizations, and individuals in the field of administrative management on social order.
- Preventing and strictly handling acts of law violations and violations of democracy implementation in the field of administrative management on social order.
The Circular emphasizes that the purpose of exercising democracy in administrative management on social order is:
- Promoting the people's mastery and ensuring favorable conditions for the public to exercise their rights and obligations as stipulated by law; mobilizing and encouraging the public to actively participate in administrative management on social order.
- Contributing to building a clean, strong, effective, and efficient Police Force responsible for administrative management on social order; promoting the master role of officers and soldiers; enhancing the responsibilities of the heads of agencies and units; preventing, precluding and combating corruption, negativity, bureaucracy, harassment, and causing inconvenience, infringing upon the legitimate rights and interests of agencies, organizations, and individuals.
