On January 25, 2011, the Ministry of Health issued Circular 06/2011/TT-BYT regulating the management of cosmetics in Vietnam.

Article 14 of Circular 06/2011/TT-BYT stipulates the organizations or individuals are not banned to deliver the cosmetic product in Vietnam which is composed with:
The substances prohibited for use in cosmetics with accompanying conditions are listed in Annex II.
Ingredients listed in the first section of Annex III, with concentrations exceeding the limit or outside the permissible conditions.
Colorants other than those listed in Annex IV, section 1, except for cosmetics containing colorants solely for the purpose of dyeing hair.
Colorants listed in Annex IV, section 1 used outside the specified conditions.
Preservatives outside the list in Annex VI, section 1.
Preservatives listed in Annex VI, section 1, with concentrations exceeding the limit or outside the permissible conditions, except when these substances are used for a special purpose unrelated to their function as preservatives.
UV filters outside the list in Annex VII, section 1.
UV filters listed in Annex VII, section 1 but with concentrations exceeding the limit or beyond the permissible conditions.
The presence of substances listed in Annex II in trace amounts is still accepted if technically unavoidable in "Good Manufacturing Practice of Cosmetics" and the safety requirements of cosmetics are ensured as stipulated in Article 13 of this Circular.
