Below is the content of regulations on prohibited acts concerning fire prevention and fighting in Vietnam from July 1, 2025, in accordance with the new law.

The National Assembly of Vietnam passed the Law on Fire Prevention and Fighting and Rescue 2024 on November 29, 2024.

Prohibited acts regarding fire prevention and fighting in Vietnam from July 1, 2025

The Law on Fire Prevention and Fighting and Rescue 2024 stipulates regulations on fire prevention, fighting, rescue, and resources, ensuring the conditions and rights, obligations, responsibilities of agencies, organizations, families, and individuals involved in these activities.

In particular, Article 14 of the Law on Fire Prevention and Fighting and Rescue 2024 specifies the prohibited acts regarding fire prevention and fighting in Vietnam from July 1, 2025, as follows:

(1) Intentional causing of fires, explosions, accidents, or incidents, or inciting, instigating, or enticing others to cause fires, explosions, accidents, or incidents that result in or have the potential to result in damage to people or property of agencies, organizations, individuals, affecting the economy, environment, security, order.

(2) Insulting, threatening, obstructing, opposing forces carrying out tasks and individuals participating in fire prevention, fighting, rescue.

(3) Exploiting or abusing the execution of fire prevention, fighting, rescue tasks to perform violations of the law, causing harassment, infringing on the State's interests, or the legitimate rights and interests of agencies, organizations, individuals.

(4) Exploiting participation in fire fighting, rescue operations to perform violations of the law, infringing on the State's interests, or the legitimate rights and interests of agencies, organizations, individuals.

(5) Forging or distorting the results of fire prevention and fighting design appraisal, or fire prevention and fighting acceptance test results.

(6) Reporting false alarms or false incidents concerning rescues.

(7) Illegally producing, storing, transporting, using, or trading in goods, substances, or articles dangerous for fire, explosion.

(8) Changing, supplementing the use of projects, project segments without ensuring fire prevention and fighting safety as prescribed by law.

(9) Operating fire prevention, fighting, rescue tools with quality that does not conform to the declared, applicable standards, corresponding technical regulations.

(10) Seizing, destroying, intentionally damaging fire prevention, fighting, rescue tools; Arbitrarily altering, relocating, obscuring such equipment, signs, guides as regulated; hindering escape routes; nullifying escape ways, escape routes, and fire barriers.

(11) Encroaching or placing obstacles hindering the operations of mechanized fire fighting, rescue means.

Regulations on fire prevention for residences in Vietnam from July 1, 2025

Article 20 of the Law on Fire Prevention and Fighting and Rescue 2024 stipulates fire prevention measures for residences in Vietnam as follows:

(1) Residences not of the types specified in Clause (3) and Clause (4) must ensure the following fire safety conditions:

- Installing and using electrical equipment ensuring fire safety conditions, specifically:

Electrical wiring, equipment installation and use in the house must comply with legal safety requirements; regularly inspect, promptly repair, replace electrical wires, equipment that do not meet fire safety standards;

- Arranging cooking stoves, worship areas, gold paper burning in a safe manner; not leaving flammable, explosive materials near fire or heat sources.

(2) Residences not of the types specified in Clause (3) and Clause (4) must ensure the following fire extinguishing and escape conditions:

- Having fire prevention and fighting tools suitable for capabilities, real conditions to be ready for fire fighting and escape;

- Arranging, maintaining escape routes, emergency exits, or paths ensuring evacuation.

(3) Residences with technical regulations, standards referenced in legal documents or in technical fire prevention, fighting, rescue regulations must comply with those standards, regulations.

(4) Residences listed under the management scope for fire prevention and fighting implement according to regulations in Article 23 of the Law on Fire Prevention and Fighting and Rescue 2024.

(5) For residences in centrally-run cities in areas not ensuring traffic infrastructure or water resources for fire fighting as prescribed by law, technical fire prevention, fighting, must equip fire extinguishers, fire alarm transmission devices connecting to the Database System of fire prevention, fighting, rescue, and alarm transmission according to a route specified by the Government of Vietnam.

For residences in other areas, it is encouraged to equip fire alarm transmission devices connecting to the Database System for fire prevention, fighting, rescue and alarm transmission.

The People's Committee of centrally-run cities determines areas not ensuring traffic infrastructure or water resources for fire fighting.

(6) The Fire Prevention, Fighting, and Rescue Police Force is responsible for guiding the connection of fire alarm transmission devices to the Database System for fire prevention, fighting, rescue, and alarm transmission upon request.
