Circular 19/2017/TT-BTTTT was issued by the Ministry of Information and Communications on September 12, 2017, specifying the acts that are strictly prohibited in the protection of state secrets.
Accordingly, Circular 19 specifically lists prohibited acts including:
- Illegally collecting, storing, transferring, disclosing, losing, appropriating, buying, selling, or destroying documents and materials containing state secrets in the information and communication sector.- Exchanging or providing information, documents, or materials containing state secrets to agencies, organizations, units, or individuals; printing, copying, or photographing documents with state secret content without approval from competent authorities.- Drafting, storing, exchanging, or copying confidential information or documents on computers or devices connected to the Internet or connected to other Internet-connected devices.- Using devices capable of recording audio and video, transmitting signals, and performing audio and video recording during meetings containing state secrets without permission from the meeting's chairperson.- Abusing the protection of state secrets to conceal illegal acts; infringing on rights and legitimate interests, or obstructing the normal activities of state agencies, organizations, and individuals.- Transmitting unencrypted state secret content through electronic devices or via postal, telecommunications, and other communication services.
