On December 31, 2024, the Minister of National Defense issued Circular 122/2024/TT-BQP prescribing the implementation of grassroots democracy in the Vietnam People's Army.

The prohibited acts in implementing grassroots democracy in the Vietnam People's Army are prescribed in Article 8 of Circular 122/2024/TT-BQP:

- Obstructing or causing difficulties for military personnel, workers, national defense public employees, and laborers in implementing democracy, resulting in complex issues affecting agencies, units, and enterprises.

- Handling feedback, recommendations, complaints, and denunciations incompetently; retaliating against, leaking, or exposing information about whistleblowers or those providing information on violations related to the implementation of democracy.

- Exploiting the implementation of democracy to infringe upon the legitimate rights and interests of organizations and individuals; violating military regulations, orders, or discipline; causing internal conflicts and disrupting civilian-military unity; causing damage to individuals, agencies, units, enterprises, and the Army.

- Using deceit to distort the outcome of collective opinions or decisions concerning tasks related to military personnel, workers, national defense public employees, and laborers as prescribed by Circular 122/2024/TT-BQP.

Note: Implementing grassroots democracy in the Army is a method to promote the sovereignty of citizens, enabling military personnel, workers, national defense public employees, and laborers to be informed, express their will and aspirations, and participate in discussions, decisions, and supervising matters at the grassroots level as stipulated by the 2013 Constitution and the law. (According to Clause 1, Article 3 of Circular 122/2024/TT-BQP)

Principles of implementing grassroots democracy in the Vietnam People's Army from February 15, 2025

The principles of implementing grassroots democracy in the Vietnam People's Army are prescribed in Article 4 of Circular 122/2024/TT-BQP:

- Ensuring the leadership of the Communist Party Committee, the management and operation of commanders, employers; promoting the roles and responsibilities of mass organizations and the Military Council in implementing grassroots democracy.

- Adhering to the 2013 Constitution and the law of the State; military discipline; not contrary to social ethics; protecting the interests without hindering ordinary activities of individuals, agencies, units, organizations, and enterprises.

- Making public and transparent the content of democratic implementation; enhancing the accountability of agencies, units, enterprises, ensuring the rights of citizens, military personnel, workers, national defense public employees, and laborers in implementing grassroots democracy.

- Respecting and listening to opinions, providing prompt explanations and resolutions to recommendations and reflections; protecting collective interests, and the rights and legitimate interests of military personnel, workers, national defense public employees, laborers, and employers.

Circular 122/2024/TT-BQP takes effect from February 15, 2025.

Circular 165/2018/TT-BQP of the Minister of National Defense prescribing the organization and activities of the Military Council in the Vietnam People's Army, and Circular 46/2015/TT-BQP of the Minister of National Defense prescribing the development and implementation of grassroots democracy regulations at enterprises in the Army, expire from the effective date of Circular 122/2024/TT-BQP.
