On October 15, 2024, the Minister of Finance of Vietnam issued Decision 2449/QD-BTC concerning the Regulations on implementing democracy within the operations of the Ministry of Finance of Vietnam.
- Creating difficulties, causing trouble, obstructing, threatening, or retaliating against officials and public employees, or workers in implementing democracy at the grassroots level.
- Covering up or failing in the responsibility to resolve petitions, complaints, accusations; disclosing information about whistleblowers or individuals providing information about violations related to implementing democracy at the grassroots level.
- Exploiting the implementation of democracy at the grassroots level to commit acts that infringe on national security, social order, and safety, infringe on the interests of the State, the legitimate rights, and interests of organizations, enterprises, and individuals.
- Exploiting the implementation of democracy at the grassroots level to distort, slander, cause conflict, incite violence, discriminate based on region, gender, religion, ethnicity, causing harm to individuals, agencies, units, or enterprises.
- Falsifying documents, committing fraud, or using other means to distort the results of discussions, decisions, or opinions of officials and public employees, or workers.
- Exploiting cyberspace, leveraging the implementation of democracy within agencies, units, enterprises to disseminate false information that causes confusion among officials and public employees, or workers and people, causing harm to socio-economic activities, complicating agency, unit, or enterprise operations, or infringing on the lawful rights and interests of other agencies, units, enterprises, or individuals.

- Organizations violating the provisions of these Regulations, the Law on Implementing Democracy at the grassroots level, or other relevant laws will be subject to administrative penalties depending on the nature and severity of the violation; if damage is caused, compensation must be made according to the law.
- Officials and public employees, or workers who violate the provisions of these Regulations, the Law on Implementing Democracy at the grassroots level, or other relevant laws, infringe upon the interests of the State, or the lawful rights and interests of organizations, enterprises, or individuals shall be disciplined or held criminally liable depending on the nature and severity of the violation; if damage is caused, compensation or restitution must be made according to the law.
- Administrative penalties and disciplinary actions for legal violations concerning the implementation of democracy at the grassroots level are carried out in accordance with the law.

- Enhancing professional and occupational capacity training for those tasked with organizing the implementation of laws on grassroots democracy.
- Strengthening information, dissemination, and legal education efforts on implementing democracy at the grassroots level; raising awareness among officials and public employees, and workers on ensuring the implementation of democracy at the grassroots level.
- Increasing the responsibility of agencies, units, organizations, enterprises, and exemplars among party members, leaders, and management officials in implementing and ensuring democracy at the grassroots level; using the extent of grassroots democracy implementation as a benchmark for evaluating task performance outcomes.
- Timely recognizing and rewarding exemplary figures and achievements in promoting and effectively organizing grassroots democracy; identifying and strictly addressing agencies, units, organizations, enterprises, or individuals who violate the law on implementing democracy at the grassroots level.
- Supporting and encouraging the application of information technology, science - technology, technical equipment, and ensuring other necessary conditions for organizing democracy at the grassroots level in line with the process of building an electronic government, digital government, and digital society.
