- Utilizing the forces participating in the protection of security and order at the grassroots level contrary to the provisions of this Law or performing acts that violate the law.

- Exploiting or abusing the duties of protecting security and order at the grassroots level to engage in unlawful acts, harassment, infringe upon the State's interests, and the lawful rights and interests of organizations and individuals.

- Impersonating the forces participating in security and order protection at the grassroots level.

- Insulting, threatening, obstructing, or resisting the forces participating in the protection of security and order at the grassroots level while performing their duties.

- Manufacturing, trading, storing, using, illegally possessing, counterfeiting, pawning uniforms, badges, insignia, nameplates, and certificates of the forces participating in security and order protection at the grassroots level.

06 missions of the forces participating in security and order protection at the grassroots level in Vietnam

According to regulations, the forces participating in security and order protection at the grassroots level are responsible for performing the following 06 missions:

(1) Supporting the understanding of the security and order situation (Article 7)

- Assisting the Commune-level Police in understanding the situation of law violations on security, order, social evils, and domestic violence under their jurisdiction through information sources from the People and public media as guided by the Commune-level Police.

- When detecting or receiving information on law violations regarding security, order, social evils, and domestic violence within their jurisdiction, they must report immediately to the Commune-level Police; be present at the incident location to perform duties as required and guided by the Commune-level Police; promptly prevent acts infringing, threatening to infringe on the life, health, and property of individuals and organizations as allowed and prescribed by law.

(2) Supporting the development of the all-people movement to protect national security (Article 8)

- Supporting the Commune-level Police in disseminating policies and laws on security and order and developing, expanding models, exemplary figures in the national movement to protect national security.

- Encouraging the People to participate in the prevention, detection, prevention, and struggle against crime and legal violations regarding security and order.

(3) Supporting fire prevention, firefighting, rescue, and salvage (Article 9)

The forces participating in security and order protection at the grassroots level, as requested, guided, and assigned by the Commune-level Police, support the civil defense force in fire prevention, firefighting, rescue, and salvage activities in the jurisdiction or other areas when deployed.

(4) Supporting administrative management of social order (Article 10)

- Assisting the Commune-level Police in gathering information on the activities of businesses in industries and trades requiring security and order conditions within their jurisdiction, directly discovering or receiving information about legal violations, and reporting immediately to the direct management of the Commune-level Police.

- Gathering population information, supporting the Commune-level Police in checking household registration, temporary residence, and absence in the jurisdiction.

- Propagating and encouraging agencies, organizations, and the People to declare and surrender fireworks, weapons, explosives, and support tools as prescribed.

- During the performance of these duties, if a legal violation is detected, immediately report to the direct management of the Commune-level Police and support the Commune-level Police in promptly preventing.

(5) Supporting the mobilization and education of individuals who have committed legal violations residing at the grassroots level (Article 11)

Supporting the Commune-level Police in mobilizing and educating the following individuals residing in their jurisdiction to comply with the Party's directives, policies, and laws of the State:

- Individuals who have completed their imprisonment sentence; individuals who illegally use drugs, individuals voluntarily detoxifying at home or in the community; individuals who have completed decisions to be sent to reform schools, compulsory educational establishments, compulsory detoxification establishments; individuals conditionally released from prison early;

- Individuals subjected to residence restrictions; individuals under bail, probation; individuals sentenced to imprisonment but without execution decisions or with execution decisions but serving their sentence at home or postponed; individuals sentenced to imprisonment on probation during probation time; individuals serving non-custodial reform sentences, community residence bans, occupation bans, or position holding bans, deprivation of some citizenship rights, surveillance; individuals conditionally released from prison early during probation time; individuals who have completed court sentences not yet cleared.

- Individuals under educational measures at the commune, ward, commune-level town, family management; individuals who must enforce decisions to be sent to compulsory educational establishments, compulsory detoxification establishments, reform schools but are postponed or temporarily suspended; individuals managed during procedures for reviewing, deciding on sending to compulsory educational establishments, compulsory detoxification establishments, reform schools; individuals with domestic violence behavior.

(6) Supporting patrols to ensure security, order, and traffic safety; performing security and order protection duties when called upon (Article 12)

- Assisting the Commune-level Police in patrolling, preventing, and detecting acts violating laws regarding security and order in the jurisdiction.

- Supporting the Commune-level Police in guiding, diverting, and resolving traffic congestion when mobilized.

- When performing tasks that detect incidents related to security and order, the forces involved in security and order protection at the grassroots level provide support or follow the instructions of the Commune-level Police and other relevant forces in protecting the scene, ensuring security, and order.

- In cases of complicated situations regarding security and order outside the jurisdiction, the forces involved in security and order protection at the grassroots level may be mobilized by competent authorities to perform security and order protection duties.

The utilization of forces participating in security and order protection at the grassroots level when mobilized is carried out according to relevant legal provisions.
