Recently, Circular 23/2017/TT-BCT was issued by the Ministry of Industry and Trade, stipulating the content and procedure for implementing electricity demand response programs. The document takes effect from January 02, 2018.

Circular 23 enumerates the following demand response programs for electricity:

1. Direct financial incentive demand response program

- Electricity load reduction program;- Emergency electricity load reduction program.

2. Electricity tariff-based demand response program

- Two-component electricity tariff program;- Real-time peak electricity tariff program.

3. Non-commercial incentive-based demand response program.

4. Voluntary demand response program.

- Detailed contents of voluntary demand response programs are stipulated in Appendix 1C issued together with Circular 23.

5. In addition to the demand response programs stated above, Vietnam Electricity Group and Units implementing the demand response programs may research and propose other demand response programs to the Ministry of Industry and Trade for consideration and decision.
