On June 2, 2023, the National Assembly passed Resolution 89/2023/QH15 on the Law and Ordinance Building Program for 2024, adjusting the Law and Ordinance Building Program for 2023 in Vietnam.

The program for developing laws and ordinances in 2024 in Article 3 of Resolution 89/2023/QH15 is as follows:
* 7th meeting (May 2024):
** Submitted to the National Assembly for approval of 09 laws and 01 resolution:
- Law on Social Insurance (amended);
- Law on Archives (amended);
- Law on National Defense Industry, Security, and Industrial Mobilization;
- Road rules;
- Law on road traffic order and safety;
- Capital Law (amended);
- Law on Organization of People's Courts (amended);
- Law amending and supplementing a number of articles of the Guard Law (according to the procedure at a meeting);
- Law amending and supplementing a number of articles of the Law on Asset Auctions;
- Resolution of the National Assembly on the 2025 Law and Ordinance Building Program, adjusting the 2024 Law and Ordinance Building Program.
** Submitted to the National Assembly for comments on 09 laws:
- Law on Notarization (amended);
- Trade Union Law (amended);
- Law on Cultural Heritage (amended);
- Law on Geology and Minerals;
- Law on People's Air Defense;
- Law on Urban Planning and Rural Planning;
- Juvenile Justice Law;
- Law amending and supplementing a number of articles of the Pharmacy Law;
- Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations.

** Submitted to the National Assembly for approval of 09 laws:
- Law on Notarization (amended);

2. Adjusting the 2023 Law and Ordinance Development Program
According to Article 2 of Resolution 89/2023/QH15, adding to the 2023 Law and Ordinance Building Program as follows:
- Submit to the National Assembly for comments at the 5th session (May 2023) and approve at the 6th session (October 2023) the Law on Forces participating in protecting security and order at the grassroots;
- Submit to the National Assembly for comments at the 6th session (October 2023) the following projects:
+ Law on National Defense Industry, Security, and Industrial Mobilization;
+ Road Law;
+ Law on road traffic order and safety;
+ Capital Law (amended);
+ Law on Organization of People's Courts (amended);
+ Law amending and supplementing a number of articles of the Law on Asset Auctions;
- Submit to the National Assembly Standing Committee for comments and approval of the Ordinance on Litigation Expenses project.
According to Article 48 of the Law on Organization of the National Assembly 2014, regulations on making of laws and ordinances are as follows:
- The National Assembly Standing Committee prepares a project on the law and ordinance development program and submits it to the National Assembly for decision; directs the implementation of law and ordinance development programs; Adjust the program for developing laws and ordinances and report to the National Assembly at the nearest session; Establish a Drafting Board and assign agencies to verify law and ordinance projects according to the provisions of the law;
Give opinions on draft laws before submitting them to the National Assembly; Direct the study and interpretation of the opinions of National Assembly delegates to revise and complete the draft law and submit it to the National Assembly for consideration and approval.
- The National Assembly Standing Committee issues ordinances on issues assigned by the National Assembly.
The ordinance project must be examined by the Ethnic Council or the National Assembly Committee before being submitted to the National Assembly Standing Committee. When necessary, the National Assembly Standing Committee decides to send the ordinance project to get opinions from National Assembly deputies before passing it.
