Professional title promotion for public employees in Vietnam and important notable regulations

The Ministry of Home Affairs (Hanoi, Vietnam) has issued Decision 546/QD-BNV announcing the implementation process for several procedures related to officials and public employee in Vietnams which clearly outlines the important regulations concerning the procedures for promoting the professional title of public employees in Vietnam as follows:

1. Standards and Conditions for applying for Professional title promotion for public employees in Vietnam

Public employees are eligible to register for the examination or assessment for the title promotion if they meet the following standards and conditions:

- The public service unit has a need;

- Successfully completed tasks for the last 03 consecutive years; have good professional ethics; not currently under disciplinary action or have received a notice regarding disciplinary consideration from a competent authority or unit;

- Possess the adequate level of education, training, and professional skills required for a higher Grade within the same field;

- Meet other requirements set forth by the Ministry managing the specialized public employee.

2. Dossier Components

- Registration form for the examination or assessment for the title promotion;

- Résumé of the public employee following Form No. 2 issued with Circular 12/2012/TT-BNV, confirmed by the employing or managing agency of the public employee;

- Assessment and evaluation by the head of the agency using the public employee without a managerial position or by the head of the agency or organization authorized to appoint managing public employees;

- Copies of diplomas and certificates required for the registered title, authenticated by a competent authority;

- Other requirements as per the standards of the Grade of the title that the public employee is applying for in the examination or assessment.

3. Determining Successful Candidates for Professional title promotion

Public employees who pass the examination for title promotion must sit for all the required exams of the subjects, excluding those exempted by law; achieve a score of 50 points or higher for each exam, graded on a 100-point scale.

Public employees who pass the assessment for title promotion comply with the guidelines of the Ministry managing the specialized public employee's title regarding the content and form of the assessment for title promotion within the managed sector.

Results from previous title promotion exams are not retained.

4. Fees and Charges

Title promotion for Public Employee Grade I:

- Less than 50 candidates: 1,400,000 VND per candidate per instance.

- From 50 to less than 100 candidates: 1,300,000 VND per candidate per instance.

- From 100 candidates and above: 1,200,000 VND per candidate per instance.

Title promotion for Public Employee Grade II, Grade III:

- Less than 100 candidates: 700,000 VND per candidate per instance.

- From 100 to less than 500 candidates: 600,000 VND per candidate per instance.

- From 500 candidates and above: 500,000 VND per candidate per instance.

Re-assessment: 150,000 VND per exam.
