According to Article 9 of Circular 34/2012/TT-NHNN, the unit using the software is required to submit a request for software development to the main operational unit. The request for software development must stem from the actual work needs and ensure that the software is used regularly after deployment. The main operational unit reviews the rationality of the received requests, and no later than September 30 each year, it compiles and submits the software development request (according to Form 01/PTBTPM) to the specialized IT unit for planning next year's software development.

In addition, based on the software development requests, the specialized IT unit in Vietnam conducts an analysis of the technical feasibility and cooperates with the main operational unit to finalize any unsuitable or unfeasible content; within 10 working days from the date of receipt of the complete software development request from the main operational unit, the specialized IT unit provides a written response to the main operational unit regarding the acceptance and assessment of the software development request.

The planning for software development in Vietnam is outlined as follows:

- Annual Plan: Each year, based on the software development requests from the main operational units, the specialized IT unit cooperates with the main operational unit to consolidate a development plan for each specific software. By October 31 each year, the specialized IT unit completes the Software Development Plan Summary (according to Form 02/PTBTPM) and submits it to the Governor of the State Bank for approval.

- Ad hoc Plan: In case the main operational unit submits an urgent software development request not included in the approved plan, the specialized IT unit considers the content of the request and submits an adjustment plan to the Governor of the State Bank for approval.

- Notification of Approved Plan: After the Governor of the State Bank approves the software development plan, the specialized IT unit notifies the relevant units for further implementation of the provisions from Article 10 to Article 25 of Circular 34/2012/TT-NHNN.

Note: In case the request for professional software is part of a project or plan of the State Bank of Vietnam that has been approved by the competent authority, such software shall not be required to be created and approved according to the provisions of Clauses 1, 2, and 3 of Article 9 of Circular 34/2012/TT-NHNN. However, the project or plan managing unit must send the detailed contents of the software (as per Section II, Form 01/PTBTPM) to the specialized IT unit for consolidation.
