On December 18, 2023, the Minister of Public Security issued Circular 71/2023/TT-BCA regulating environmental inspection of wastewater by the People's Public Security force.

1. Professional conditions of wastewater inspection officers of the People's Public Security force in Vietnam

Pursuant to Article 5 of Circular 71/2023/TT-BCA, the professional conditions of wastewater inspection officers are as follows:

- The officer in charge of collecting wastewater samples and measuring at the field must have an intermediate level or higher and be issued a certificate of training or refresher training in collecting wastewater samples and testing at the field.

- Officials in charge of testing wastewater samples must have a university degree or higher and be issued a certificate of training or refresher training on wastewater sample testing.

2. Responsibilities of officers and units managing wastewater inspection officers of the People's Public Security force in Vietnam

Specifically, Article 6 of Circular 71/2023/TT-BCA stipulates the responsibilities of wastewater inspection officers and management units as follows:

- Wastewater inspection officers specified above are responsible for:

+ Correctly follow procedures for operating, using, and preserving wastewater inspection equipment and facilities and take responsibility for the use of wastewater inspection facilities and equipment;

+ Ensure assigned vehicles and equipment operate normally, stably, and have been calibrated or inspected according to regulations; take measures to overcome or limit effects according to the manufacturer's instructions or recommendations; Fully implement quality control and quality assurance processes.

- The wastewater inspection staff management unit is responsible for:

+ Prepare management documents for wastewater inspection facilities and equipment, including: resume; user manual; usage log; inspection or calibration certificate; vehicle and equipment delivery and receipt books;

+ Organize maintenance, inspection, and calibration of wastewater inspection facilities and equipment; Procure chemicals and supplies according to regulations; promptly repair vehicles and inspection equipment to ensure work;

+ Open and store records on the professional capacity of inspection officers: scientific background; training records; relevant diplomas, certificates, and certifications; statistical table of inspection capacity of officials;

+ Open and store complete records on wastewater inspection, including records on sample collection, field measurement records, wastewater sample inspection records and documents directly related to the inspection case.

3. Regulations on selecting a unit to coordinate wastewater inspection by the People's Public Security force in Vietnam

According to Article 7 of Circular 71/2023/TT-BCA, regulations on selecting a unit to coordinate wastewater inspection are as follows:

- When the capacity of the sample collection unit or inspection unit of the People's Public Security Force does not meet the requirements, a coordinating unit outside the People's Police Force should be used. The coordinated unit must have a valid certificate of eligibility to operate environmental monitoring services with the parameters to be inspected.

- When selecting a coordinating unit to meet wastewater inspection requirements, a list must be made with a profile of capacity and approved by competent leaders. Only use coordination units on the approved list.

- When collecting wastewater samples and measuring at the scene, the unit under the People's Police must preside over the implementation and coordinate with the unit to record sample collection records and environmental inspection records at the field.
