Process of Selection, Review, and Call for Training of Reserve Officers in 2020 (illustrative image)

According to Decree 78/2020/ND-CP, the selection, review, and call for reserve officer training for each subject are carried out as follows:

- The District Military Command selects officials and public employees, citizens with university degrees or higher, and reserve non-commissioned officers working or residing locally, reports to the Provincial Military Command, Ho Chi Minh City Command, Hanoi Capital Command for review; the Provincial Military Command, Ho Chi Minh City Command proposes the Military Region Command for appraisal. After the appraisal results of the Military Region Command, the review results of the Hanoi Capital Command, the District Military Command submits to the Chairman of the local People's Committee to decide on calling each person to attend reserve officer training.

- The Ministry of Education and Training assigns quotas and guides academies, universities (except for academies and schools under the Ministry of National Defense and Ministry of Public Security) to select and review students after graduating from university for reserve officer training; appraise the review results and propose the Minister of National Defense for decision; directors, principals of academies, universities deliver the Minister of National Defense's decision calling for reserve officer training to each student.

- The subordinate units directly under the Ministry of National Defense organize the selection of professional military personnel, non-commissioned officers preparing for discharge to attend reserve officer training according to the assigned plan. The subordinate units under the Ministry of National Defense appraise the personnel and decide on calling each person for reserve officer training.

Selected individuals for reserve officer training mentioned above are responsible for strictly adhering to the legal regulations on reserve officer training selection and complying with the decision to be called for reserve officer training by the competent authority. The ministries and provincial People's Committees assigned to select sources for reserve officer training are responsible for ensuring the rights of those called for reserve officer training in accordance with the law.
