Process of Issuance, Reissuance of Award Artifacts in the Ministry of National Defense

Accordingly, the process of reissuance and replacement of commendation items is regulated by Circular 115 as follows:

- Organizations and individuals submit an application for replacement, reissuance, and old or damaged commendation items to the corresponding political agency.

- The corresponding political agency consolidates and processes the information and proposes that the political commissar, political officer, or commander resolve the reissuance or replacement of commendation items for the organization or individual according to their authority, or send an official dispatch with attached electronic data files and old or damaged commendation items to the immediately superior political agency, requesting the competent authority to handle the reissuance or replacement.

- The reissuance or replacement of commendation items at the Ministry of National Defense, the Government of Vietnam, and the State is carried out as follows:

- The Political Agency of units under the Ministry of National Defense sends an official dispatch with an attached list and electronic data files and old or damaged commendation items to the General Political Department (via the Department of Propaganda and Training), requesting the reissuance of commendation items at the State, Government of Vietnam, and Ministry of National Defense levels.- The Department of Propaganda and Training, General Political Department consolidates the requests for reissuance of commendation items from the political agencies of units under the Ministry of National Defense and sends a document requesting the Office of the Ministry of National Defense to stamp the reissued commendation forms and titles of the Ministry of National Defense.- The Department of Propaganda and Training consolidates and requests the reissuance or replacement, accompanied by a list and electronic data files and old or damaged commendation items, sending them to the Central Emulation and Commendation Board for consideration and reissuance.
