* Step 1. Submit and receive documents

- Persons who require access to the National Public Service Portal/Provincial Public Service Portal, register an account (if they do not have one), authenticate users according to the instructions, and log in to the system.

- Persons who request to choose a civil status registration agency competent to handle registration procedures, carry out the application process: marriage registration, online marital status confirmation.

The civil status registration agency is competent to handle marriage registration procedures according to the provisions of Clause 1, Article 17 (commune-level People's Committee where one of the two parties resides), Clause 1, Article 37 of the Law on Civil Status (District-level People's Committees where Vietnamese citizens reside).

- The person who requests to provide information on the interactive electronic form of marriage registration, confirmation of marital status (attached form); attach photocopies or electronic copies of papers and documents as prescribed; pay fees and charges through the online payment function or by other methods as prescribed by law, complete the application.

* Step 2. After the requestor completes the application on the system, the officer receiving the application is responsible for checking the accuracy, completeness, consistency, and validity of the dossier.

2.1. If the dossier is complete and valid, it shall be transferred to the civil status officer for processing, and at the same time, a notice shall be sent via email or text message via mobile phone to the requester, which specifies the time to return the results.

In case the application is received after 15:00 but cannot be resolved immediately, the appointment form shall be sent and the result returned via email or text message via mobile phone to the requester; which clearly states the time to return results in the next working day;

2.2. In case the dossier is incomplete or invalid, a notice shall be sent via email or text message via mobile phone to the requester for supplementation or completion of the dossier, clearly stating the types of papers and contents to be supplemented for the requester to supplement and complete. After the profile is added, repeat step 2.1;

2.3. In case the requester fails to supplement and complete the dossier, the leader of the People's Committee shall send a notice of refusal to settle via email or text message via mobile phone to the requester.

* Step 3. Civil status civil servants verify records

3.1. In case the dossier needs to be supplemented, completed, or is not eligible for settlement and must be rejected, a notification of the status of the application should be sent to the One-Stop Department to notify the applicant - repeat step 2.2 or 2.3;

3.2. In case it is necessary to check, verify, clarify, or, for other reasons, the result cannot be returned on time, send an apology slip and reschedule the result return date via email or send a text message via mobile phone to the requester.

3.3. Application process

- For the case where a Vietnamese citizen has a request for marriage registration at the commune-level People's Committee where the citizen permanently resides, civil status officers shall check and verify information on the citizen's marital status by themselves.

In case a Vietnamese citizen has a request for marriage registration without a permanent residence at the commune-level People's Committee where the registration dossier is submitted (including the case of marriage registration with foreign elements at the district-level People's Committee), civil status civil servants use the function on the system to check the marital status of citizens (if the electronic database has enough information about citizens); in case the citizen's marital status cannot be checked, the dossiers for verification of marital status shall be disassembled and transferred to the commune-level People's Committees competent to certify the marital status.

Judicial and civil status officers of the People's Committees competent to certify marital status are responsible for receiving dossiers on the system, checking and verifying information on citizens' marital status, and completing the procedure for determining marital status. The result is information about the certificate of marital status (digitally signed), the marital status of the requester to the People's Committee where the marriage registration application is received.

- After receiving feedback on marital status, if the two parties are eligible for marriage, civil status officials complete the marriage registration process, record the marriage in the marriage register, update the marriage registration information on the shared electronic civil status management and registration software, and move to Step 4.

* Step 4. Civil status civil servants print the Marriage Certificate, submit it to the Leaders of the People's Committee for signature, and transfer the results to the Single-Window Department to return the results to the citizens.

* Step 5. Both men and women must be present and present identification documents (passport, identity card, citizen identification card, or other document with photo and personal information attached by a competent authority, still valid) to determine the correct identity, check the information on the Marriage Certificate, in the Marriage Register, confirm the voluntary marriage and sign the Marriage Register, and the Marriage Certificate; Each party will receive 01 original marriage certificate.
