Process of Evaluation and Classification of Evaluation Results According to Principal Standards

On October 08, 2018, the Ministry of Education and Training issued Circular 25/2018/TT-BGDDT, stipulating specific regulations on the process of evaluation and classification of evaluation results according to the principal standards.

Accordingly, the evaluation process according to the principal standards is stipulated by Circular 25 to be implemented as follows:

- The principal self-evaluates according to the principal standards;- The school organizes a survey of teachers' and staff's opinions regarding the principal according to the principal standards;- The head of the directly managing agency conducts the evaluation and announces the results of the principal's evaluation based on the principal's self-evaluation, the opinions of teachers and staff, and the actual performance of the principal through authentic and appropriate evidence.

At the same time, Circular 25 also provides guidance on the classification of evaluation results as follows:

- Meets the principal standard at a good level: All criteria are met at a fairly good level or higher, with at least 2/3 of the criteria rated as good, including criteria 1, 4, 5, 6, 7, 9, 11, 13, 14, and 15 as stipulated by Circular 25 to be rated as good;- Meets the principal standard at a fairly good level: All criteria are met at a satisfactory level or higher, with at least 2/3 of the criteria rated as fairly good or higher, including criteria 1, 4, 5, 6, 7, 9, 11, 13, 14, and 15 as stipulated by Circular 25 to be rated as fairly good or higher;- Meets the principal standard: All criteria are evaluated at a satisfactory level or higher;- Does not meet the principal standard: Any criterion is evaluated as unsatisfactory (a criterion is evaluated as unsatisfactory if it does not meet the requirement of a satisfactory level for that criterion).
