The content is stipulated in Decision 5943/QD-UBND in 2023 on announcing internal administrative procedures in the field of planning and investment within the scope of state management functions of the Hanoi People's Committee.

1. Sequence of implementing the process of handling the appraisal and submission for approval of investment policy proposals/investment policy adjustments for investment projects using state budget capital.

Step 1: The agency assigned to submit the application during office hours through the Single-Window Department of the Department of Planning and Investment

Step 2: The Single-Window Department of the Department of Planning and Investment receives documents and submits them to leaders to assign tasks to specialized departments in paper documents or on document management software no later than 1/2 working day. work from the date of receipt of documents and records.

Step 3: Leaders of specialized departments assign tasks to process documents and records to specialists in paper documents or on document management software no later than 1 working day from receipt of documents and records.

Step 4: The processing specialist, based on relevant legal regulations, checks and considers the conditions to be met and resolves the application within 5 working days from the date of receipt of the application:

- In case documents need to be supplemented or adjusted: within 3 working days, the specialist drafts a document announcing additional documents and submits them to the leadership for approval and issuance for organizations/individuals to implement and promptly submit additional documents to the Single-Window Department;

- In case the application does not meet the conditions: within 2 working days, the specialist will draft a document notifying the dossier of ineligibility and submit it to the Department's leadership for approval and release so that the organization/individual can proactively contact the Single-Window Department to receive the dossier back;

- In case the application is valid, within 2 working days, the specialist will draft the document:

(1) Collect appraisal opinions from relevant authorities, submit them to the Leaders for signature, and send them to relevant agencies for comments;

(2) Report to the leaders to sign and submit to the City People's Committee to establish an Appraisal Council for group A projects according to regulations;

The time taken for approval and issuance by Department leaders is no more than 2 working days.

Step 5: Relevant agencies are asked to give their opinions and send them to the Department of Planning and Investment to handle further work.

**For group A projects:

Within 7 working days from the date of receiving the response appraisal document from the coordinating agencies, the dossier processing specialist synthesizes dossiers and appraisal results of departments/sectors, submits them to the Leaders to sign a report, and the City Appraisal Council meets for collective appraisal and consensus before reporting to the Party Committee of the City People's Committee for approval and submitting it to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee according to the working regulations of the City Party Committee.

- In case the dossier ensures quality and it does not have to be supplemented, explained, or completed according to the opinion of the City Appraisal Council, the specialist processes the draft report of the City Appraisal Council and submits it to the Deputy Director in charge of inspection, review, and approval before reporting to the Director of the Department; consider and sign for approval the document reporting to the City People's Committee to seek approval from the Party Committee of the City People's Committee and submit it to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee;

The time for the Party Committee of the City People's Committee to sign and seek opinions from the Standing Committee and the Standing Committee of the City Party Committee is according to the working schedule of the Party Committee of the City People's Committee.

- After the City Party Committee meeting, the Department of Planning and Investment received instructions from the Standing Committee and the Standing Committee of the City Party Committee within 02 working days to complete the Proposal of the Party Committee of the City People's Committee to submit to the Standing Committee and Standing Committee of the City Party Committee.

- After the Standing Committee of the City Party Committee agreed on the policy, the specialist handles the draft report from the Department of Planning and Investment together with the City People's Committee's submission to the City People's Council and submits it to the Deputy Director in charge of inspection, review, and approval before reporting to the Department Director to review and sign documents to submit to the City People's Committee and report to the City People's Council to approve/adjust the project investment policy;

The time it takes the Department of Planning and Investment to complete this procedure is no more than 5 working days.

- In case the dossier continues to have to be supplemented, explained, and completed according to the opinion of the City Appraisal Council and is not eligible for submission to competent authorities, the dossier handling specialist synthesizes the dossiers and appraisal results of the City Appraisal Council and submits them to the Leader to sign a document notifying the appraisal results for the agency preparing the pre-feasibility study to supplement, edit, and complete the dossier.

The agency preparing the pre-feasibility study report submits the completed application to the Single-Window Department of the Department of Planning and Investment.

**For group B and group C projects:

- In case the dossier ensures quality, it does not need to be supplemented, explained, or completed according to the opinions of all coordinating appraisal agencies and is eligible to be submitted to the competent authority for approval: Within 5 working days from the date of receiving the response appraisal document from the coordinating agencies, the dossier processing specialist summarizes the appraisal results of the departments/sectors, the draft report of the Department of Planning and Investment, and the City People's Committee's submission to the City People's Council to submit to the Deputy Director in charge of checking, reviewing, and signing for approval before reporting to the Department Director to review and sign for approval the document submitted to the City People's Committee to report to the City People's Council for approval/adjustment of the project investment policy.

After receiving the complete, quality-assured submission from the Department of Planning and Investment, the City People's Committee signs and approves the report to the City People's Council approving/adjusting the project investment policy.

- In case the dossier continues to need to be supplemented, explained, and completed according to the opinions of coordinating agencies and is not yet qualified to be submitted to competent authorities for approval, the dossier processing specialist synthesizes dossiers and appraisal results from departments/sectors and submits them to the Leader to sign a document notifying the appraisal results for the reporting agency to propose additional investment policies, edit, and complete the dossier.

The agency preparing the pre-feasibility study report submits the completed application to the Single-Window Department of the Department of Planning and Investment.

Step 6: The City People's Committee reviews and signs a Proposal to submit to the City People's Council to decide on the investment policy/adjust the investment policy within 5 working days from the date of receipt of the dossier.

The City People's Committee Office transferred the results to the Department of Planning and Investment: Submission to the City People's Council for decision on investment policy/adjustment of investment policy or written notice of refusal to approve within no more than 5 working days.

After being approved by the City People's Council, the Documents and Resolutions are transferred to the Single-Window Department of the Department of Planning and Investment to return the results to the Investor and businesses and return the documents to the specialized department for storage.

2. Submission methods:

- Submit directly to the Single-Window Department of the Department of Planning and Investment.

- Through the document management and administration system of the City People's Committee.

3. Implementation location:

At the Single-Window Department of Hanoi Department of Planning and Investment: 2nd Floor, 7-storey Building, Inter-Agency Area, 258 Vo Chi Cong, Xuan La Ward, Tay Ho District, Hanoi City.

4. Document components:

- Proposal requesting the competent authority to decide on the investment policy/adjust the project investment policy of the Agency assigned by the Chairman of the City People's Committee to prepare a pre-feasibility study report and investment policy proposal report;

- The content of the pre-feasibility study report and project investment policy proposal report shall comply with the provisions of Articles 30 and 31 of the Law on Public Investment 2019 and Article 53 of the Construction Law 2014 after amendments.

- Other relevant documents (stamped copies of the assigned agency) include:

+ Decision (or document) assigning the task of preparing a pre-feasibility study report and investment policy proposal report;

+ Related documents on the ability to provide capital (capital plan...).

+ Other related documents (if any)

- Group A projects: 45 working days (excluding the day of receiving documents)

- Group B and C projects: 30 working days (excluding the date of receiving documents)
