On May 6, 2020, the Ministry of Public Security signed and issued Circular 41/2020/TT-BCA stipulating wastewater inspection regulations.
To be specific, in Article 18 of Circular 41/2020/TT-BCA, the procedures for testing wastewater samples are stipulated as follows:

Step 1: Receiving, Reviewing the Testing Request and Sample
The laboratory or testing unit must evaluate the quality of the sample required for testing and review the testing request to determine its suitability with the testing capabilities. If it is not suitable, the testing will be declined or a subcontractor will be used. If it is suitable, the sample will be coded (for samples that have not been coded or coded improperly) and tasks will be assigned for analysis according to the necessary parameters.
Step 2: Preparing Instruments, Equipment, and Pre-Processing the Sample Before Analysis
- Based on the required analysis parameters of the wastewater sample and the analysis method to be performed, the correct types, quantities, and quality of equipment, instruments, chemicals, reagents, and QC samples needed for testing must be prepared;
- Pre-process the sample according to the pre-analysis processing procedure corresponding to the specific analysis method and environmental parameters.
Step 3: Conducting the Analysis
Perform the analysis according to the analysis technical procedure established by the laboratory for each specific method. The analysis must be performed simultaneously with the required sample and quality control samples.
Step 4: Concluding the Analysis in the Laboratory
- Calculate and process the analytical data according to each corresponding measurement. Verify the reasonableness of the wastewater sample analysis results. This verification is based on the testing records (sampling minutes, on-site measurement records, sample handover records, testing records, and analytical results in the laboratory, results of QC sample analysis);
- Draft the Environmental Testing Conclusion according to Form 09-MTr or Form 10-MTr issued with Circular No. 61/2012/TT-BCA-C41. If the conditions for concluding are not met as per regulations, draft the Environmental Testing Results according to Form 07-MTr or Form 08-MTr issued with Circular 61/2012/TT-BCA-C41. The remaining sample after analysis is stored according to the quality control regulations in analysis and environment sample management regulations (retention period is 30 days after the testing ends unless there are other requirements).
