On September 26, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 14/2018/TT-BLDTBXH, specifying the detailed procedures for reviewing poor households and near-poor households arising during the year.
According to Circular 14, households within the area facing sudden difficulties during the year that need to be reviewed and added to the list of poor and near-poor households to access the State's poverty reduction support policies shall follow the following procedure:
- The household with a request form for being reviewed and added to the poor or near-poor household list (as per Appendix 1a issued with Circular 14) submits directly or sends by post to the commune-level People's Committee for receipt and processing;- The commune-level People's Committee directs the commune-level Poverty Reduction Committee to list households with request forms and conduct assessments as per Form B (issued with Circular 14); report assessment results and submit to the Chairman of the commune-level People's Committee for decision to recognize the list of emerging poor and near-poor households; publicly post the list at the headquarters of the commune-level People's Committee;
The time for assessment, review, and issuance of the Decision to recognize the list of emerging poor and near-poor households shall not exceed 07 working days from the receipt of the household's request form.
Note, in case the Decision to recognize is not issued, the reasons must be clearly stated.
