This is a notable provision in Circular 07/2020/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs, which stipulates the development, appraisal, and issuance of economic - technical norms for training applied in the field of vocational education in Vietnam , issued on October 12, 2020.

To be specific, Article 9 of Circular 07/2020/TT-BLDTBXH specifies the process for organizing the development, appraisal, and issuance of technical and economic norms as follows:
1. Preparation: The agency assigned to organize the development of technical and economic norms will train on the methods and processes for the development for the Steering Committee and train the methods and processes for appraisal for the Appraisal Council.
2. Development of the general and detailed outline: The Steering Committee will lead the development of the general and detailed outline and organize meetings and discussions to construct the outline and develop the implementation plan.
3. Based on the provisions stipulated in Article 6 of this Circular, the Steering Committee will deploy the development of technical and economic norms for each detailed content (units of competence by job position, task, subject, module, credit) of the occupation that needs development for each training level according to the contents specified in Article 8 of this Circular.
4. Collecting opinions for the draft technical and economic norms: organize a workshop (minimum 20 people) to finalize the technical and economic norms and seek the opinions of independent experts (minimum 15 experts) on the technical and economic norms.
5. Survey to evaluate, finalize the draft technical and economic norms: The Steering Committee will organize a survey at vocational education institutions, production, business, and service establishments (at least 15 establishments) for occupations at intermediate and college levels; (at least 5 establishments) for primary occupations and training under 3 months.
6. Revising and editing the overall draft technical and economic norms: Based on expert opinions and survey results, practical assessments, the Steering Committee will revise, finalize and edit the overall technical and economic norms according to the sample template attached to this Circular.
7. Appraisal of technical and economic norms: The agency assigned to organize the development of technical and economic norms will create an appraisal plan and send documents to members; inform the Steering Committee regarding the time and place for the appraisal meeting of technical and economic norms; Appraisal Council members study the draft technical and economic norms and related documents to prepare comments, evaluations (in writing) on the draft technical and economic norms and report to the Appraisal Council Chair.
8. Content of the appraisal meeting: The Steering Committee reports the draft technical and economic norms; the Steering Committee answers the questions of the Appraisal Council; Appraisal Council members discuss and openly evaluate the draft technical and economic norms; Appraisal Council members evaluate the quality of the draft technical and economic norms through secret ballot using the following levels:
- Level 1: Meets the requirements for issuance;
- Level 2: Meets the requirements but must be revised before issuance;
- Level 3: Does not meet the requirements and must be re-developed.
The Appraisal Council Chair compiles the evaluations from the members and concludes on the quality of the technical and economic norms based on the consensus of all participating Appraisal Council members (according to one of the three stated levels). If the draft technical and economic norms require revision, the Appraisal Council Chair will specify the needed amendments. If the draft does not meet the requirements and must be re-developed, the Appraisal Council Chair will decide on how to re-appraise so that the Steering Committee can complete the dossier as per the Appraisal Council Chair's conclusion. The Appraisal Council Chair will compile and report the appraisal results to the agency assigned to organize the development of technical and economic norms.
9. Issuance of technical and economic norms: Based on the appraisal report, appraisal conclusions, and amendment report (if any), the competent authority will sign and issue the technical and economic norms according to regulations. The agency assigned to organize the development of technical and economic norms will provide guidance, inspection, and supervision throughout the process of developing and appraising technical and economic norms.
