Process for appraisal of the construction and development of high-tech infrastructure in Vietnam

Below is a notable content from Circular 31/2012/TT-BKHCN guiding the identification of projects, selection, and direct assignment of organizations, individuals, and enterprises to implement projects under the program for high-tech research, training, and technical infrastructure construction.

According to Article 18 of Circular 31/2012/TT-BKHCN, the Steering Committee shall submit to the Minister of Science and Technology for decision the establishment of an appraisal team to appraise high-tech development projects, high-tech application projects, high-tech infrastructure construction and development projects, and high-tech human resource development projects; hire independent consultants (if necessary).

Regarding the structure: The appraisal team shall have at least 5-7 members, including: one team leader who is a representative of the Steering Committee, several deputy leaders, and members who are experts in relevant technology fields, economic experts, financial experts, enterprises, and managers with appropriate professional qualifications and practical experience in related fields. Depending on the scale, complexity, and funding sources of the project, representatives from the Ministry of Finance, relevant Ministries, sectors and localities, and representatives from functional departments managing finance and specialized fields of the Ministry of Science and Technology will participate in the appraisal session.

The Steering Committee proposes independent consultants who meet the project appraisal competency requirements and submits to the Minister of Science and Technology for review and decision. The Program Office sends documents to the appraisal team members at least 5 working days before the appraisal session and to the independent consultants at least 10 working days before the submission of the independent consultant’s research report. The documents include:

- Decision of the Minister of Science and Technology on the establishment of the appraisal team, Decision on the selection of independent consultants;- Evaluation Form for the project (Form A5-1);- Dossier for appraisal.

The content appraisal of the projects is conducted based on reviewing the contents stipulated in Circular 31/2012/TT-BKHCN, Circular 02/2012/TT-BKHCN dated January 18, 2012, of the Minister of Science and Technology guiding the management of the National Program for High-Tech Development until 2020, and other relevant documents.

The financial appraisal of the projects is conducted based on reviewing the contents stipulated in Joint Circular No. 219/2012/TTLT-BTC-BKHCN dated December 20, 2012, of the Minister of Finance and the Minister of Science and Technology regulating the financial management for the implementation of the National Program for High-Tech Development until 2020, and other relevant documents.
