Law on Officers of the Vietnam People's Army (Amended) 2014 amended and supplemented a number of articles in the Law on Officers of the Vietnam People's Army 1999, which was promulgated on November 27, 2014. A notable addition in this Law includes new content regarding the procedures and processes for conferring, promoting, demoting, and stripping military ranks of officers.
To be specific: according to Clause 6, Article 1 of the amended 2014 Vietnamese Military Officer Law, which adds Article 25a after Article 25 of the 1999 Vietnamese Military Officer Law, the procedures for conferring, promoting, demoting, and stripping military ranks for officers are stipulated as follows:
- The Prime Minister of the Government of Vietnam shall submit to the President the decisions for conferring, promoting, demoting, and stripping military ranks at the general level, Rear Admiral, Vice Admiral, and Admiral of the Navy;
The promotion, demotion, and stripping of military ranks at the general level for officers on assignment in agencies, organizations, and units will be based on the recommendations of the agencies, organizations, and units where they are assigned and the Minister of National Defense.
- The procedures for conferring, promoting, demoting, and stripping military ranks for officers at the colonel, major, captain, and lieutenant levels, and salary increments for officers are defined by the Minister of National Defense.

The regulations on conferring, promoting, demoting, and stripping military ranks at the general level; appointing, relieving, dismissing, and demoting positions with the highest rank of general take effect from the promulgation date of this Law.
