Procedures for the replacement of the international tour operator license in Vietnam

Decision1998/QD-BVHTTDL dated July 22, 2024, announces administrative procedures that are amended and supplemented in the field of Tourism under the management of the Ministry of Culture, Sports and Tourism. The procedures for the replacement of the international tour operator license are as follows:

(1) Order of execution:

- Enterprises submit an application for renewing the international tour operator license to the National Administration of Tourism of Vietnam in cases of changing the Business Registration Certificate or Investment Registration Certificate or changing the scope of international travel service business.

- Within 05 working days from the date of receiving the valid application, the National Administration of Tourism of Vietnam is responsible for renewing the international tour operator license for the enterprise and notifying the Department of Tourism/Department of Culture, Sports and Tourism where the enterprise is headquartered; in case of refusal, it must be notified in writing and clearly state the reason.

(2) Implementation methods: Submit directly, via the online public service portal of the Ministry of Culture, Sports and Tourism, or by postal mail to the National Administration of Tourism of Vietnam.

(3) Application components and quantity:

- Application components:

+ Application form for renewing the international tour operator license (according to Form No. 02 Annex II issued with Circular 04/2024/TT-BVHTTDL);

+ The enterprise’s international tour operator license;

+ Certified copy of the Business Registration Certificate or Investment Registration Certificate in case of changing the Business Registration Certificate or Investment Registration Certificate; certificate of deposit for international travel service business in accordance with the scope of business in case of changing the scope of international travel service business.

- Quantity of applications: 01 (set).

(4) Processing time: 05 working days from the date of receipt of a complete and valid application set.

(5) Subject of administrative procedure implementation: Organization.

(6) Administrative procedure executing agency:

- Competent agency: National Administration of Tourism of Vietnam

- Directly executing agency: Travel Management Department, National Administration of Tourism of Vietnam

(7) Result of administrative procedure implementation: international tour operator license.

(8) Fees, charges: 1,000,000 VND/license (according to Circular 43/2024/TT-BTC stipulating the level of collection, some fees and charges to continue removing difficulties, support production and business activities. Effective from July 01, 2024 to December 31, 2024).

(9) Requirements and conditions for administrative procedure execution:

- Being an enterprise established in accordance with the law on enterprises;

- Deposit for international travel service business at a commercial bank, cooperative bank, or a branch of a foreign bank established and operating in Vietnam:

+ Travel services business for international tourists to Vietnam: 250,000,000 VND;

+ Travel services business for tourists traveling abroad: 500,000,000 VND;

+ Travel services business for international tourists to Vietnam and tourists traveling abroad: 500,000,000 VND.

- The person in charge of the travel service business must have a college degree or higher in travel; in case of obtaining a college degree or higher in another major, they must have an international travel operations management certificate.
