Recently, the Ministry of Education and Training issued Circular 04/2011/TT-BGDDT on Regulations for drafting, selecting, appraising, approving, and using university textbooks for higher education in Vietnam.
Procedures for the compilation of university textbooks for higher education in Vietnam (Illustrative image)
According to Article 7 of Circular 04/2011/TT-BGDDT, the process of organizing the compilation of textbooks is conducted as follows:
Based on the faculty's proposal, the Rector directs and organizes the compilation of textbooks to serve teaching and learning for subjects in the Faculty's training program.
The Faculty's Scientific-Training Council proposes to the Rector to establish a Textbook Compilation Committee or directly assigns the task to an individual scientific expert with the appropriate level, specialization, and experience in textbook compilation.
The Textbook Compilation Committee or individual scientific expert is responsible for drafting a detailed outline of the subject textbook and reporting to the Faculty's Scientific-Training Council.
The Rector approves the detailed outline of the subject textbook and assigns the task to the Compilation Committee or individual scientific expert to compile the textbook.
The Compilation Committee or individual scientific expert is responsible for compiling the textbook according to the approved outline.
The Rector decides to establish a Textbook Appraisal Council. The Appraisal Council organizes the appraisal of the compiled textbook and reports the evaluation opinions of the Council to the Rector.
Based on the opinions of the Appraisal Council, the Rector reviews and decides to print and publish the textbook.
Annually, based on the Faculty’s proposal, the Rector reviews and decides the adoption and revision of the currently used textbooks to suit practical conditions.
