According to Article 5 of Decree 129/2017/ND-CP, the Ministry of Agriculture and Rural Development, and the Provincial People's Committee shall decide to assign irrigation infrastructure property in Vietnam to the asset management authority. The order and procedures for assigning the management of irrigation infrastructure property in Vietnam are as follows:

- Within 90 days from the effective date of this Decree (for existing irrigation infrastructure property in Vietnam) or 30 days from the completion and handover for use of newly constructed or procured irrigation infrastructure property in Vietnam, the asset management authority shall coordinate with relevant agencies to complete the review, classification, and preparation of the asset assignment plan to report to the Minister of Agriculture and Rural Development, Chairman of the Provincial People's Committee, or Chairman of the District People's Committee as per the decentralized assignment of irrigation infrastructure property in Vietnam. The assignment request dossier includes:

• A written request for assigning the management of irrigation infrastructure property in Vietnam (specifying clearly the entity to be assigned the asset management): 01 original copy;
• Minutes of review and classification of assets or minutes of handover for use: 01 original copy;
• The list of assets requested for management (type, quantity, condition, original price, remaining value (if any)): 01 original copy;
• Related documents concerning the assets requested for management: 01 copy.

- Within 30 days from the date of receipt of a complete and valid dossier, the Minister of Agriculture and Rural Development, Chairman of the Provincial People's Committee, or Chairman of the District People's Committee as per the decentralized assignment shall issue a decision to assign the assets to the asset management authority in accordance with regulations.

- Within 30 days from the date of issuance of the asset assignment decision by the Minister of Agriculture and Rural Development, Chairman of the Provincial People's Committee, or Chairman of the District People's Committee as per the decentralized assignment, the handover and reception of the irrigation infrastructure property in Vietnam shall be documented according to Form No. 01/TSTL-BB attached to this Decree and performed as follows:

- For assets being managed by the assigned asset management authority, continue management according to regulations;- For assets being managed by other agencies or units, hand over to the assigned asset management authority.

More details can be found in  Decree 129/2017/ND-CP which comes into force in Vietnam from January 1, 2018.
