The procedures for technical and professional classification of healthcare facilities under the People’s Armed Forces in Vietnam are stipulated in Decree 16/2024/ND-CP.

According to the provisions of Clause 2, Article 36 of Decree No. 16/2024/ND-CP, the criteria for technical and professional classification of healthcare facilities under the People’s Armed Forces include:
- Group of criteria on the capacity to provide medical examination and treatment services and scope of professional activities: Capability to perform the highest techniques according to specialties; capability to develop clinical quality standards and perform clinical quality assessments; postgraduate qualifications and degrees of head and deputy head department managers;
- Group of criteria on the capacity to participate in medical practice training: Capability to develop postgraduate training materials for specialties; capability to participate in and implement practical training at college, university, and postgraduate levels in the health field; the academic qualifications, and titles of trainers recognized as professors and associate professors;
- Group of criteria on the capacity to participate in support, technology transfer, and professional guidance for other healthcare facilities: Number of technology transfers to other healthcare facilities; number of experts and medical staff participating in supporting other hospitals; the number of leading experts involved in professional guidance and consultations;
- Group of criteria on the capacity for scientific research in medicine: Leading scientific and technological tasks, national, ministerial, provincial level initiatives approved by competent authorities; leading domestic and international scientific papers; leading clinical trials and the application of medical technology; chairing the organization of domestic and international conferences and scientific seminars.
The procedures for technical and professional classification of healthcare facilities under the People’s Armed Forces are specified in Clause 4, Article 36 of Decree No. 16/2024/ND-CP as follows:
- The medical examination and treatment facility requesting classification shall prepare one set of documents as prescribed in Clause 2, Article 36 of Decree No. 16/2024/ND-CP and send it directly, by postal service, or electronically to the focal point unit under the Ministry of National Defense or the health facility under the administrative unit, locality of the Ministry of Public Security. In the case where the medical examination and treatment facility is a focal point unit under the Ministry of National Defense, Ministry of Public Security, the facility shall send the documents directly or by postal service or electronically to the agency assigned to manage healthcare;
- If the dossier is valid, within 15 days from the date of receipt of the dossier, the focal point unit under the Ministry of National Defense (Hanoi, Vietnam) or the health facility under the administrative unit, locality of the Ministry of Public Security (Hanoi, Vietnam) shall compile the list and send it to the agency assigned to manage healthcare along with the request dossier of the medical examination and treatment facility and the request letter from the head of the unit.
If the dossier is invalid, within 15 days from the date of receipt of the dossier, the focal point unit under the Ministry of National Defense or the health facility under the administrative unit, locality of the Ministry of Public Security, or the agency assigned to manage healthcare must issue a written response to the sending unit, specifying the reasons for the invalidity and requesting amendments or additional documents in the dossier. The time to amend and supplement documents in the dossier shall not be counted within the resolution period;
- Within 15 days from the date of receipt of the valid dossier, the agency assigned to manage healthcare shall review the dossier and complete the procedures for submission to the competent authority for classification of technical and professional levels;
- Within 30 days from the date of receipt of the submission from the agency assigned to manage healthcare, the competent authority shall issue a decision on the classification of technical and professional levels;
- Within 5 working days from the date of classification, the agency assigned to manage healthcare shall issue a written notification to the Ministry of Health, the provincial People’s Committee, and the Department of Health where the medical examination and treatment facility is headquartered; publish information on the classification of technical and professional levels on the Ministry of National Defense’s and Ministry of Public Security’s electronic portals or the website of their agency and on the medical examination and treatment management information system.
According to Clause 5, Article 36 of Decree No. 16/2024/ND-CP, the authorities competent to classify technical and professional levels of healthcare facilities under the People’s Armed Forces include:
- The Ministry of National Defense (Hanoi, Vietnam) to classify technical and professional levels for the healthcare facilities under the management authority of the Ministry of National Defense;
- The Ministry of Public Security (Hanoi, Vietnam) to classify technical and professional levels for the healthcare facilities under the management authority of the Ministry of Public Security.
