Procedures for Supporting the Development of Intermediary Organizations in the Science and Technology Market in Ho Chi Minh City

Time Limit for Resolution:

- Approval of the list of science and technology tasks to be supported: Within 07 working days from the date of the advisory council's determination of the tasks.

- Public announcement of the science and technology tasks on the electronic information portal of the managing local authority: Within 05 working days from the date of approval of the list of supported science and technology tasks.

Place of Implementation: Department of Science and Technology (244 Dien Bien Phu, Vo Thi Sau Ward, District 3, Ho Chi Minh City)

Procedure Steps:

- Organizations submit a dossier requesting financial support to implement provincial-level science and technology tasks that serve the development of intermediary organizations in the science and technology market to the Department of Science and Technology.

- The Department of Science and Technology reviews and establishes an advisory council to determine the science and technology tasks.

- Within 07 working days from the date of the advisory council's decision, the Department of Science and Technology issues a decision to approve the science and technology tasks to be supported.

- Within 05 working days from the date of approval, the Department of Science and Technology publicly announces the supported science and technology tasks on its Electronic Information Portal.

Forms and Declarations:

Proposal Form for Science and Technology Tasks: According to Forms A1-DXNV, A2- DXNV, A3-DXNV in the Appendices of forms issued under Circular 06/2023/TT-BKHCN.

Results of Administrative Procedures Resolution: Adding the content "written refusal with clear reasons" in the case of non-approval.

Support for the Development of Intermediary Organizations in the Science and Technology Market in Vietnam

Article 30 of Decree 76/2018/ND-CP stipulates support for the development of intermediary organizations in the science and technology market as follows:

Beneficiaries of Support:

- Organizations providing intermediary services, consulting, technology transfer promotion, evaluation, price appraisal, technology appraisal;

- Organizations providing services connecting and supporting others in technology-related transactions, including: research and development support services, technology commercialization; intellectual property services, standards, measurement, quality; investment consultancy, trade promotion, start-up support, technology incubation, business incubation; organizations supporting small and medium enterprises; cooperative alliances; industry associations.

Support Content:

- Access to the national database on technology, technological products, scientific research results, technological development, intellectual property, the innovation start-up ecosystem;

- Search, collect and provide information on technology, intellectual property, standards, measurement, quality, technology experts, technology demand; develop databases, tools for exploiting the science and technology market database for state management;

- Intermediary, consultancy, technology transfer promotion; dissemination of scientific research results and technological development, technology ideas;

- Organizing and participating in domestic and international events to promote the technology market, commercialize inventions, innovative start-ups;

- Hiring domestic and foreign consultants; organizing training on mediation, technology transfer promotion; evaluation, price appraisal, technology appraisal; intellectual property management; commercialization of scientific research and technological development results; innovative start-up support.

Forms of Support: Through capacity-building projects for intermediary organizations.

Source of Financial Support: Arranged from the science and technology operational funds, national programs on science and technology, and other programs, projects managed by ministries, central authorities, and local authorities.

Authority, Procedure, Level of Support: Implemented according to the provisions of the Law on Science and Technology and guiding documents regarding the science and technology operational funds, national programs on science and technology.

Authority, procedure, and level of support for funds from other programs and projects managed by ministries, central authorities, and local authorities are implemented according to current legal regulations.
