From July 01, 2017, the documentation for requesting study support for high school students who belong to ethnic minority groups with very few people shall be carried out according to the following guidelines:
Order of Implementation:
For public educational institutions:
- At the beginning of the school year, general education institutions (CSGD) will disseminate and announce study support policies for students eligible for benefits.- Within 20 working days from the date of posting the announcement, students must submit their application for study support to the CSGD. (Form No. 02 attached Decision 2206/QD-BGDDT);- Within 10 working days from the deadline for receiving applications, CSGDs will review the applications for study support, compile and approve the list of beneficiaries, publicly post the list, report to the directly managing agency, and proceed with disbursement.- Monthly, public CSGDs will directly disburse study support funds to parents or students.
For non-public educational institutions:
- At the beginning of the school year, CSGDs will disseminate and widely announce study support policies for students eligible for benefits.- Within 20 working days from the date of posting the announcement, students must submit their application for study support to the CSGD. (Form No. 03 attached Decision 2206/QD-BGDDT). CSGDs will certify the study support applications for minority ethnic students with very few people.- Within 30 working days from the start date of the school year, high school students shall submit their study support application to the Department of Education and Training where the student has permanent residence registration. If the student cannot submit it directly, the parents can submit it on their behalf.- Within 10 working days from the deadline for receiving study support applications, the Department of Education and Training will review the applications, compile, and approve the list of beneficiaries, publicly post the list of beneficiaries, and proceed with disbursement.- The Department of Education and Training will directly disburse study support funds to students or through parents of students from non-public CSGDs. Depending on the actual conditions of the beneficiaries, disbursement can be carried out monthly or quarterly.
Resolution Timeframe:
- For students studying at public CSGDs: Decision issuance timeframe is 10 working days from the application deadline;- For students studying at non-public CSGDs: Decision issuance timeframe is 40 working days from the start date of the school year.
Beneficiaries:
High school students belonging to 16 ethnic groups: Cong, Mang, Pu Peo, Si La, Co Lao, Bo Y, La Ha, Ngai, Chut, O Du, Brau, Ro Mam, Lo Lo, Lu, Pa Then, La Hu who are studying at CSGDs within the national education system.
Support Level:
- Minority ethnic students with very few people studying at high schools are entitled to study support equivalent to 40% of the statutory pay rate/student/month;- Minority ethnic students with very few people studying at semi-boarding ethnic minority schools or semi-boarding students studying at public general schools with semi-boarding students are entitled to study support equivalent to 60% of the statutory pay rate/student/month;- Minority ethnic students with very few people studying at boarding ethnic minority schools are entitled to study support equivalent to 100% of the statutory pay rate/student/month.
Support Duration:
12 months/year for students with a study period of 9 months/year or more; in case students study less than 9 months/year, support is provided based on the actual study duration.
