On December 24, 2024, the Ministry of Education and Training of Vietnam issued Decision 4137/QD-BGDDT regarding the announcement of revised and supplemented administrative procedures in the field of education, training with foreign countries under the management scope and function of the Ministry of Education and Training.
(1) Implementation Process:
- Candidates who have been selected to study abroad complete the sending procedure after receiving the official training acceptance letter from the foreign educational institution. In addition to the submitted application, the study abroad dossier needs to supplement the documents specified in Annex II attached to the Recruitment Regulations for Studying Abroad issued with Circular 06/2016/TT-BGDDT dated March 21, 2016, by the Minister of Education and Training, amended according to Clause 3, Article 2 of Circular 18/2022/TT-BGDDT dated December 15, 2022, of the Minister of Education and Training, amending and supplementing several articles of the Recruitment Regulations for Studying Abroad issued with Circular 06/2016/TT-BGDDT dated March 21, 2016.
- For candidates working in agencies, units, or localities selected to study under state budget scholarship programs, the Department of International Cooperation sends a notification of admission results from the foreign educational institution, scholarship regulations, and policies to the candidate, the candidate’s direct management agency, and issues a decision to send the candidate to study abroad when agreeing documentation from the direct management agency is received.
- For candidates working in agencies, units, or localities selected to study under scholarships sponsored by foreign organizations, the Department of International Cooperation sends the admission results notification to the candidate and the candidate’s direct management agency to handle the study abroad procedures.
- For candidates not yet affiliated with any working agency, the Department of International Cooperation issues a decision to send them to study abroad.
(2) Method of Implementation:
Candidates submit their profiles by post, or directly at the office of the unit responsible for recruitment, or submit online.
(3) Composition and Quantity of Dossier:

In addition to the submitted application, the overseas study dossier needs to supplement the following documents:
+ A duly translated copy of the official acceptance letter from the foreign educational institution containing complete information on the level of study, field of study, study duration, commencement date, tuition fee, health insurance, and other mandatory fees related to the course; scholarship or financial support notification from the educational institution or foreign agency/organization/government (if any) - 02 copies.
+ Document of acceptance from the foreign party for Agreement scholarships (for candidates who have been awarded Agreement scholarships) - 02 copies.
+ Valid copy of English, French, or other foreign language proficiency certificates meeting the score (or level) requirements of the Ministry of Education and Training and the foreign educational institution - 01 copy.
+ Health certificate (valid for 06 months from the date of issuance) from an authorized medical facility confirming good health for studying abroad accompanied by test results for HIV, hepatitis B, tuberculosis, or other infectious diseases (according to the destination country’s or sponsor’s requirements); pregnancy test results (for female applicants) - 01 copy.
+ Commitment form to fulfill the responsibilities of an international student (according to form no. 01, 02, Annex III issued with Circular 18/2022/TT-BGDDT dated December 15, 2022, by the Minister of Education and Training, amending several articles of the Recruitment Regulations for Studying Abroad issued with Circular 06/2016/TT-BGDDT dated March 21, 2016) - 01 copy.
+ Other documents as required by each scholarship program (if any) - 01 copy.
- Number of dossiers: 01 set.
(4) Time Limit for Processing:
The time limit for handling procedures for sending people to study abroad is a maximum of 30 working days from the date of receiving the scholarship approval results from the foreign party (if any) and obtaining a complete and valid dossier. The time spent correcting and supplementing the dossier does not count towards the processing time.
