Procedures for selecting candidates for award of Hai Thuong Lan Ong Award at the management unit in Vietnam

Recently, the Minister of Health of Vietnam issued Circular 16/2020/TT-BYT on standards and guidelines for awarding the Hai Thuong Lan Ong Award in the field of traditional medicine and pharmacy.

According to Circular 16/2020/TT-BYT, the selection process at the unit directly managing the individuals proposed for the award in Vietnam is conducted as follows:

1. Step 1. Individuals prepare their application dossiers according to the provisions in Article 11 of Circular 16.

The deadline for individuals to submit their dossiers to the direct management unit (hereinafter referred to as the unit) is before October 10 of even years.

2. Step 2. Organizing recommendations and taking confidence votes at the unit

- After studying, discussing, and understanding the stipulated standards and conditions, the head of the unit organizes for individuals to self-nominate or for officials and public employees, workers of the unit to nominate and recommend.

- A plenary conference of officials and public employees and workers of the unit is organized to conduct a secret ballot. The conference is valid when at least 80% of the officials and public employees, workers are present to vote, and the ballot results are recorded in minutes.

- Only individuals who achieve at least 80% of the confidence votes from the total number of participants in the vote are considered by the grassroots council as stipulated in point a, Clause 1, Article 10 of Circular 16.

- Publicly announce the results of the list of individuals who achieved the confidence votes at the unit for at least 7 working days so that officials and public employees, workers can know and provide feedback, then collect and submit it to the grassroots council for consideration.

- All complaints and denunciations must be resolved before the grassroots council meets.

- The unit's dossiers for submission to the grassroots council include:

+  The  unit's  proposal  document  with  individuals  recommended  for  the  award;

+  Individual  dossiers  proposed  for  the  award  as  stipulated  in  Article  11  of  Circular  16;

+  Minutes  of  the  plenary  conference  of  officials  and  public  employees,  workers  of  the  unit  with  individuals  proposed  for  the  award.

More details can be found in Circular 16/2020/TT-BYT, which comes into force in Vietnam from December 12, 2020.
