Below are the new regulations regarding the procedures for revocation of Certificate for vehicle and license plate registration in Vietnam from January 1, 2025.

On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 79/2024/TT-BCA stipulating the issuance and revocation of Certificate for vehicle and license plate registration for motor vehicles and specialized motor vehicles.
Cases of revoking Certificate for vehicle and license plate registration for motor vehicles and specialized motor vehicles include:
(1) Transfer of vehicle ownership; in cases of transfer, exchange, gift, or inheritance of a vehicle associated with an auction-won license plate, only the vehicle registration certificate will be revoked;
(2) Imported vehicles exempt from taxes or temporarily imported vehicles from foreign agencies, organizations, and individuals that are re-exported, transferred in ownership, or destroyed; vehicles whose registration period has expired in special economic-commercial zones and international border gate economic zones;
(3) Vehicles that have been registered but are discovered to have fake documents or have a conclusion from the competent authority about unauthorized changes in chassis numbers or engine numbers; dismantled engines to register for use in other vehicles;
(4) Expired life cycle motor vehicles, damaged and unusable;
(5) Vehicles discarded, lost, and not found, and the vehicle owner requests the revocation of the vehicle registration certificate and license plate;
(6) Issuance of registration and license plates not in conformance with the law.

According to Article 26 of Circular 79/2024/TT-BCA, the procedures for revocation of Certificate for vehicle and license plate registration in Vietnam from January 1, 2025 are as follows:
- Perform the revocation of Certificate for vehicle and license plate registration through full online public services for expired motor vehicles, damaged and unusable vehicles, discarded vehicles, lost and not found, and the vehicle owner requests revocation of Certificate for vehicle and license plate registration.
+ The vehicle owner declares the application for revocation of the vehicle registration certificate and license plate on the public service portal and submits the vehicle registration certificate and license plate to the vehicle registration agency via public postal services;
+ After receiving and checking the dossier to ensure validity, the vehicle registration agency issues a certificate of revocation of the vehicle registration certificate and license plate, signs digitally, and returns the results to the vehicle owner on the public service portal.
- Perform partial online public services or direct procedures at the vehicle registration agency
+ The vehicle owner declares the application for revocation of the vehicle registration certificate and license plate on the public service portal or declares directly at the vehicle registration agency, submits the revocation dossier as stipulated in Article 25 of Circular 79/2024/TT-BCA and receives the appointment slip for result return;
+ After receiving and checking the dossier to ensure validity, the vehicle registration agency issues 02 copies of the certificate of revocation of the vehicle registration certificate and license plate as regulated (01 copy returned to the vehicle owner; 01 copy kept in the vehicle dossier). For temporarily imported and re-exported vehicles of entities enjoying diplomatic exemption privileges, 03 copies of the certificate of revocation of the vehicle registration certificate and license plate are issued (02 copies returned to the vehicle owner to submit to customs and vehicle registration agencies, 01 copy kept in the vehicle dossier).
In cases of revocation as stipulated in points (1), (2), the certificate of revocation of the vehicle registration certificate and license plate shall have the chassis number and engine number rubbings affixed and stamped by the vehicle registration agency on the rubbings.
Circular 79/2024/TT-BCA takes effect from January 1, 2025.
