Procedures for replacement and re-issuance of the certificate of vehicle registration and license plate at the Traffic Police Department in Vietnam

- Cases of replacement and re-issuance of the certificate of vehicle registration and license plate: modified vehicles, repainted vehicles; extension of the certificate of vehicle registration; change of information about the vehicle owner (name, personal identification number, and address); certificate of vehicle registration that is blurry, torn, or lost; license plate that is blurry, broken, or lost; or in cases where the vehicle owner wishes to replace the old certificate of vehicle registration and license plate with a new certificate of vehicle registration and license plate as per Circular 24/2023/TT-BCA.

- The order of execution:

Step 1: The vehicle owner logs into the public service portal and is responsible for fully declaring the contents specified in the digitally signed vehicle registration declaration or printing the signed vehicle registration declaration, clearly stating the full name, stamp (if it is an agency or organization).

After successful declaration, vehicle owners receive an online vehicle registration application code, application processing appointment schedule notified by the public service portal via phone message or email address to complete vehicle registration procedures; Provide the vehicle registration file code to the vehicle registration agency to carry out vehicle registration procedures according to regulations; In the event that this cannot be done on the public service portal, the vehicle owner must declare the vehicle registration declaration directly at the vehicle registration agency.

Step 2: The vehicle owner submits the application for exchange or re-issue as prescribed in Article 17 of Circular 24/2023/TT-BCA and pays the exchange fee according to regulations on the public service portal; In case the vehicle owner cannot pay the vehicle registration fee through the public service portal, the vehicle registration fee must be paid at the vehicle registration agency; The vehicle owner does not have to bring the vehicle in for inspection (except for vehicles that have been renovated or changed paint color);

Step 3: After checking the vehicle records to ensure they are valid, the vehicle registration agency issues an appointment letter to the vehicle owner and replaces the vehicle registration certificate and vehicle license plate according to regulations;

Step 4: The vehicle owner receives the vehicle registration results at the vehicle registration agency or from the public postal service.

In case of renewing the vehicle registration certificate, the vehicle license plate remains the same; For vehicles registered with 3 or 4 number plates, the identification number plates will be reissued according to regulations (withdraw the vehicle registration certificate and those 3 or 4 number plates).

- Implementation method: Traffic Police Department; Time: From Monday to Friday.

+ Submit the vehicle registration declaration on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.

- Components and quantity of documents:

+ Profile components:

++ Vehicle registration declaration (according to form).

++ Vehicle owner's documents.

++ Vehicle registration certificate (in case of changing vehicle registration) or Vehicle license plate (in case of changing vehicle license plate).

++ Some other documents:

+++ In case the vehicle is renovated to replace the engine or frame, there must be additional documents of origin, registration fee documents, and documents transferring ownership of that engine or frame according to the provisions of Article 11 of Circular 24/2023/TT-BCA;

+++ In case the vehicle is renovated and replaced with engine parts and frame components that are not of the same brand, an additional certificate of technical safety and environmental protection for the renovated motor vehicle must be obtained according to regulations;

+++ In the case of renovating or replacing the engine or frame of a registered vehicle, a certificate of revocation of registration and the license plate of that registered vehicle are required.

+ Number of documents: 01 (one) set.

- Time limit for settlement:

+ Renewal of vehicle registration certificate: no more than 2 working days from the date of receipt of complete and valid documents.

+ Vehicle license plate change: no more than 07 working days from the date of receipt of complete and valid documents.

+ The time for returning vehicle registration results according to regulations is calculated from the date of receipt of complete and valid documents, and the vehicle registration and management system has received the authentic result of the completion of the vehicle registration fee payment from the public service portal.
