Procedures for reissuing printing licenses at central and local levels in Vietnam (Internet image)
The Ministry of Information and Communications issued Decision 2291/QD-BTTTT dated December 9, 2022 on the announcement of revised administrative procedures and abolished administrative procedures in the field of publishing, printing, and distribution under the management functions of the Ministry of Information and Communications.
Guidance on procedures for granting printing licenses at the central and provincial levels.
- Application for re-issuance of printing license (made according to Form No. 02 - Appendix issued with Decree 72/2022/ND-CP)
Application for re-issuance of a printing license
- Documents proving changes in cases of changes in:
+ Name of the printing facility;
+ Address of the headquarters and branch of the printing facility;
+ Type of organization and operation of the printing facility;
+ Establishment or dissolution of branches of printing establishments and heads of printing establishments;
- Printing license (in case the license is damaged).
- The printing establishment must submit a request for re-issuance of a printing license within 7 working days from the date the license is lost or damaged to the Department of Publishing, Printing, and Distribution.
- In case there is any change in: Name of the printing facility; Address of the headquarters and branch of the printing facility; type of organization and operation of the printing facility; establishment or dissolution of a branch of a printing establishment; and the head of the printing establishment to whom the printing establishment requests to re-issue a printing operating license.
- Within 07 working days from the date of receiving a complete application for re-issuance of a license according to regulations, the Department of Publishing, Printing and Distribution must re-issue the license.
In case the license is not reissued, there must be a written response clearly stating the reason.
* Processing time: 07 working days from the date of receipt of complete documents according to regulations.
- Submit directly to the Department of Publishing, Printing, and Distribution;
- Submit via postal or delivery services;
(Address of the Department of Publishing, Printing, and Distribution: No. 10 Duong Thanh, Hoan Kiem, Hanoi).
- Submit online via the Public Service Portal of the Ministry of Information and Communications (http://dichvucong.mic.gov.vn) or the National Public Service Portal (https://dichvucong.gov.vn).

- Documents proving changes in specific cases, such as:
+ Name of the printing facility;
+ Address of the headquarters and branch of the printing facility;
+ Type of organization and operation of the printing facility;
+ Establishment or dissolution of branches of printing establishments and heads of printing establishments;
- Printing license (in case the license is damaged);
- The printing facility must submit an application for re-issuance of a printing license within 7 working days from the date the printing license is lost or damaged to the local state management agency in charge of printing activities (Department of Information and Communications).
- In case there is any change in: Name of the printing facility; Address of the headquarters and branch of the printing facility; type of organization and operation of the printing facility; establishment or dissolution of a branch of a printing establishment; and the head of the printing establishment to whom the printing establishment requests to re-issue a printing operating license.
- Within 07 working days from the date of receiving a complete application for re-issuance of a license according to regulations, the local printing management agency must re-issue the license; In the event that the license is not re-issued, there must be a written response clearly stating the reason.
* Processing time: 07 working days from the date of receipt of complete documents according to regulations.
- Submit directly at the administrative agency headquarters;
- Submit via postal and delivery system;
- Submit via the Internet: Submit via the Online Public Service Portal. Documents sent through the online public service system must comply with regulations on implementing administrative procedures in the electronic environment.
