Below are procedures for reissuance of tour guide license in Vietnam from August 20, 2024 according to Decision 1998/QD-BVHTTDL of 2024.

On July 22, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Decision 1998/QD-BVHTTDL announcing the administrative procedures amended and supplemented in the field of Tourism under the management scope of the Ministry of Culture, Sports, and Tourism of Vietnam.

According to the regulations outlined in Section A Part II of the amended and supplemented administrative procedures in the field of Tourism under the management of the Ministry of Culture, Sports, and Tourism issued along with Decision 1998/QD-BVHTTDL in 2024, the procedures for reissuing a tour guide license are as follows:

(1) Procedure:

- The tourist guide submits an application for reissuing the tour guide license to the Department of Tourism/Department of Culture, Sports, and Tourism in cases where the card is lost, damaged, or information on the card is changed;

- Within 10 days from the date of receiving the valid application, the Department of Tourism/Department of Culture, Sports, and Tourism is responsible for reissuing the tour guide license to the requester. In case of refusal, it must respond in writing, stating the reason.

(2) Method of Implementation:

- Submit directly or by post to the Department of Tourism/Department of Culture, Sports, and Tourism.

- Submit electronically if the provincial-level administrative procedure resolution information system has been deployed to receive online applications.

(3) Components and Number of Application Dossiers:

- Application components:

+ Application form for reissuing a tour guide license (according to Form No. 05 in Appendix II issued with Circular 04/2024/TT-BVHTTDL);

Form No. 05

+ 02 color portrait photos of size 3 cm x 4 cm;

+ Certified copy of documents related to the changes in information in case of reissuing the card due to changes in information on the tour guide license.

- Number of application dossiers: 01 (set).

(4) Time Limit for Resolution: 10 days from the date of receiving the valid application.

(5) Subjects of Administrative Procedure: Individuals.

(6) Agencies Implementing the Administrative Procedure:

- The agency with the decision-making authority: Department of Tourism/Department of Culture, Sports, and Tourism.

- The agency directly implementing the administrative procedure: Department of Tourism/Department of Culture, Sports, and Tourism.

(7) Result of Administrative Procedure Implementation: International tour guide license/Domestic tour guide license/Site tour guide license.

(8) Fees and Charges:

- 325,000 VND/tour guide license for international or domestic guides (according to Circular 43/2024/TT-BTC of the Minister of Finance prescribing fees and charges to continue easing difficulties and supporting business activities. Effective from July 01, 2024, to December 31, 2024).

- 100,000 VND/tour guide license at a site (according to Circular 43/2024/TT-BTC of the Minister of Finance prescribing fees and charges to continue easing difficulties and supporting business activities. Effective from July 01, 2024, to December 31, 2024).

(9) Requirements and Conditions for Administrative Procedures:

Ensuring the maintenance of the conditions for card issuance:

- Having Vietnamese nationality, residing in Vietnam;

- Having full civil legal capacity;

- Not having infectious diseases, not using narcotic substances;

- Domestic tourist guides must have graduated from an intermediate level or higher in the field of tourist guiding; in case of graduation from another field, they must have a certificate in domestic tourist guiding skills.

International tourist guides must have graduated from a college level or higher in the field of tourist guiding; in case of graduation from another field, they must have a certificate in international tourist guiding skills. Site tourist guides must pass the tourist guide skills test organized by the Department of Tourism/Department of Culture, Sports, and Tourism.

- Proficiently using the registered working foreign language (for international tourist guides): meeting one of the following standards:

+ Holding a diploma from a college level or higher in a foreign language or foreign language interpretation, or foreign language pedagogy;

+ Holding a diploma from a college level or higher under a program taught in a foreign language. If the diploma or diploma appendix does not specify the teaching language, supplementary proof of the teaching language is required;

+ Holding a diploma from a college level or higher abroad under a program taught in the official language of the host country. If taught in a different language, and the diploma or diploma appendix does not specify the teaching language, supplementary proof of the teaching language is required;

+ Holding one of the valid language proficiency certificates issued by an authorized organization or agency, including: Foreign language proficiency certificates level 4 or higher according to the 6-level Foreign Language Proficiency Framework for Vietnam; foreign language proficiency certificates equivalent to level 4 or higher according to the 6-level Foreign Language Proficiency Framework for Vietnam, or equivalent to level B2 or higher according to the Common European Framework of Reference, or meeting the requirements stipulated in Appendix I of Circular 04/2024/TT-BVHTTDL.

Diplomas issued by foreign educational institutions must be recognized according to the regulations of the law on education, higher education, and vocational education.

More details can be found in Decision 1998/QD-BVHTTDL which comes into force in Vietnam from August 20, 2024.
