The subjects for voluntary drug rehabilitation in the community are drug addicts residing in the community who voluntarily register for rehabilitation but are unable to undergo rehabilitation at home. According to Decree 94/2010/ND-CP, Article 13 specifies the procedures for registration for voluntary drug rehabilitation in the community in Vietnam as follows:

- The dossier includes:

• Voluntary drug rehabilitation registration application in the community by the drug addict or their family, guardian. The application must include the following contents: drug addiction status; forms of drug rehabilitation previously undertaken; health condition; commitment to voluntary drug rehabilitation in the community;
• Résumé of the drug addict;

- Place to submit the dossier:

The drug addict or their family, guardian of a juvenile drug addict is responsible for voluntarily reporting and registering for drug rehabilitation in the community with the Chairman of the Commune People's Committee. The Rehabilitation Task Force is responsible for assisting the Chairman of the Commune People's Committee in receiving dossiers of voluntary drug rehabilitation registration in the community.

- Decision on drug rehabilitation in the community in Vietnam:

• Within three working days from the date of receipt of the voluntary rehabilitation registration dossier in the community, the Task Force is responsible for verifying the dossier, listing the subjects for voluntary rehabilitation and drafting a document to present to the Chairman of the Commune People’s Committee.
• Within three days from the date of receipt of the Task Force's document, the Chairman of the Commune People's Committee decides on voluntary rehabilitation in the community.
• The decision on voluntary rehabilitation in the community must clearly state the date, month, and year of issuance; full name, position of the decision-maker; full name, date of birth, place of residence of the rehabilitating individual; relevant articles and clauses of the legal document applied, duration of application, effective date of the decision; responsibilities of the agency, organization, individuals, and family assigned to manage, assist the rehabilitating individual.
