On April 26, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Decision 1214/QD-BNN-TY on the announcement of amended administrative procedures related to veterinary services under the management of the Ministry of Agriculture and Rural Development of Vietnam.

* Implementation process

Step 1: Before importing terrestrial animals and animal products, the owner shall submit 01 set of quarantine registration documents to the Department of Animal Health by one of the following methods: via the National Single Window Portal or postal services or public postal services or send via email, fax, and then send the original or submit directly.

Step 2: Within 05 working days from the date of receipt of valid documents, based on the epidemic situation, disease monitoring and management system, veterinary hygiene supervision of the exporting country, the Department of Animal Health shall issue written quarantine guidance to the owner and the port animal quarantine agency via the National Single Window Portal (for the case where the owner registers on the National Single Window Portal) or sends via email (for the case where the owner registers via postal services, public postal services or sends via email, fax, or submit directly).

In the case of animals, animal products imported for the first time from a country or territory or from a country or territory with a high risk of animal disease, the Department of Animal Health must conduct a risk analysis according to the provisions of Article 43 of the Veterinary Law 2015.

* Execution method:

Execution via the National Single Window Portal or via postal services, public postal services, or send via email, fax, then send the original or submit directly.

* Composition of the quarantine registration dossier for imported terrestrial animals and animal products

- Components of the dossier:

+ Document requesting guidance on the quarantine of imported animals and animal products according to Form 19 Appendix V issued with Circular 25/2016/TT-BNNPTNT (amended, supplemented in Circular 04/2024/TT-BNNPTNT).

For quarantine registration documents of imported meat meal, the document requesting according to Form 20 Appendix V issued with Circular 25/2016/TT-BNNPTNT (amended, supplemented in Circular 04/2024/TT-BNNPTNT);

+ Documents or permits as prescribed for animals, animal products under the management of other competent state agencies;

+ Veterinary hygiene condition certificates of the production, processing facilities if the animals, animal products are imported for processing or manufacturing for export.

- Number of documents: 01 set

* Time limit for resolution: 05 working days from the date of receipt of valid documents.

* Subjects implementing administrative procedures: Organizations, individuals.

* Agency implementing administrative procedures: Department of Animal Health.

* Result of administrative procedure implementation: Written approval and quarantine guidance.

* Application forms, administrative declaration forms:

Application for registering the quarantine of imported animals and animal products according to Form 19 in Appendix V issued with Circular 25/2016/TT-BNNPTNT (amended, supplemented in Circular 04/2024/TT-BNNPTNT) or the quarantine registration form for imported meat meal according to Form 20 in Appendix V issued with Circular 25/2016/TT-BNNPTNT (amended, supplemented in Circular 04/2024/TT-BNNPTNT).
